III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

a candidate shall be excluded from this procedure or from being awarded this contract if he is in 1 of the situations listed in Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012, as amended by Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015.

The successful tenderer must, within 10 calendar days from the date of receiving notification of the award decision, provide copies of the documents indicated in the specifications.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

tenderers must submit the required supporting documents under the provisions of the invitation to tender documents.

Minimum level(s) of standards possibly required:

— candidates must provide proof, for the 3 years prior to the publication date of the contract notice, of a minimum annual turnover of:

• if tendering for lot A only: 2 000 000 EUR,

• if tendering for lot B only: 8 500 000 EUR,

• if tendering for both lots: 10 500 000 EUR,

— candidates must provide proof that they have an insurance policy covering professional risks.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

tenderers must submit the required supporting documents under the provisions of the invitation to tender documents.

Minimum level(s) of standards possibly required:

A. Experience and references:

— for lot A:

candidates must provide proof of having performed, during the 5 years prior to the date of publication of the contract notice:

— at least 2 similar contracts for refurbishment works in occupied administrative buildings, carried out for an institution or public service, with certificate of satisfactory performance, involving a minimum surface area of 150 000 m2,

— for lot B:

candidates must provide proof of having performed, during the 5 years prior to the date of publication of the contract notice:

— at least 1 similar contract per specific technical field of the lot, refurbishment works in occupied administrative buildings, carried out for an institution or public service, with certificate of satisfactory performance, involving a minimum surface area of 150 000 m2, and

— at least 1 similar contract for coordinating refurbishment works (comprising 2 or more specific technical fields) in occupied administrative buildings, carried out for an institution or public service, with certificate of satisfactory performance, involving a minimum surface area of 150 000 m2.

The following specific technical fields are concerned:

— chapter 04 — wood joinery,

— chapter 05 — interior structures,

— chapter 06 — coverings.

B. Approvals:

candidates must provide proof, per lot tendered for, that they are approved contractors for works performance, in accordance with the Belgian Ministerial Decree of 26.9.1991, or equivalent in the tenderer's country:

• for lot A (chapter 03): in categories D14, D20,

• for lot B (chapters 04, 05 and 06): in categories D4, D5, D11, D13, D25.

C. Managerial staff:

candidates must provide proof that their firm, including the subcontractor(s) declared in the tender, has the following staff:

• for lot A (chapter 03):

— 1 site administrative manager (with 3 years' experience prior to the date of publication of the contract notice),

— 1 qualified team leader (with 3 years' experience prior to the date of publication of the contract notice),

— 6 skilled workers (with 3 years' experience prior to the date of publication of the contract notice);

• for lot B (chapters 04, 05 and 06):

— 1 site coordinator and administrative manager with at least 7 years' experience, prior to the date of publication of the contract notice, in the fields of joinery, interior structures and coverings,

— 1 specialised team leader (with 3 years' experience prior to the date of publication of the contract notice) for each technical field the lot involves,

— 10 skilled workers (with 3 years' experience prior to the date of publication of the contract notice) for each technical field the lot involves,

— 2 workers skilled in fire stopping (fire resistance, asbestos) (with 3 years' experience prior to the date of publication of the contract notice).

D. Security, quality and environment officer:

candidates must provide proof that their firm has:

• a security, quality and environment officer with experience in a similar position of at least 3 years prior to the date of publication of the contract notice.

E. Specific quality plan:

candidates must provide proof that the candidate firm implements a specific quality plan during contract performance/work on its construction sites.

The firm must provide an example of a specific quality plan set up for contract performance/construction site worked on under each previous contract it gives as a reference in point A.

F. Environmental management:

candidates must provide proof that the candidate firm puts its environmental impact expertise into practice during contract and work performance/work on its construction sites.
