Management and operation of infrastructure and restaurant services
The EUIPO, in its name and in the name of F4E, is planning to award a framework contract for the management and operation of infrastructure and restaurant services, including banqueting and meeting services, the supply of vending machines and water dispensers, and other services and activities related to the object of this procurement.
The services will be performed mainly on the contracting authority’s premises.

The scope of the contract includes the provision of operational services, auxiliary services and specialised services related to the management and operation of restaurant infrastructure, as well as the purchase of supplies for using in the service.
Operational services are those rendered customarily and include:
— Management and operation of a self-service restaurant, an à la carte restaurant, a cafeteria and a kiosk and their kitchens,
— Provision of catering services upon demand for events and meetings,
— Supply, installation and maintenance of food and drink vending machines and water dispensers,
— Fruit service.
Auxiliary services as requested by the contracting authority include the following:
— Maintenance and repair of kitchen equipment,
— Daily cleaning of kitchens and dining areas.
Specialised services include such activities as may enable to comply with any request or provide any service required by the contracting authorities within the scope of catering management.
The Contractor shall be responsible for managing the purchase of new equipment, machinery and/or items for using in the catering services rendered to the contracting authorities.
The Contractor has no exclusivity over the catering for events, which may be organised by an external company at the discretion of the contracting authorities. Nor has it the exclusivity over food sale. At present, the EUIPO has a kiosk providing packaged products and a bakery, so the offer may be extended.
The Contractor shall properly implement and update the HACCP system (Hazard Analysis and Critical Control Points; Regulation (EC) no. 852/2004), which must be specific for the EUIPO, following its quality standards and adopting any changes that may occur. It must be accessible on-site for inspection by the EUIPO.
In addition, within 1 year at the latest from the signature of the contract, the Contractor is obliged to be certified by an external accreditation body in an environmental management system (EMAS, ISO 14001 or equivalent) at the EUIPO’s workplace. Such certification shall include all of the services being the object of the contract.

Representatives' names and ID document numbers must be sent to the EUIPO by email to firstname.lastname@example.org by 16 March 2018.
The invitation to tender documents will be available for download at the address stated in point I.3.
The website will be updated periodically and it is the responsibility of tenderers to check for updates, amendments or answers to questions during the tender period.
