The contract will represent all services for people with drug/alcohol problems commissioned by Staffordshire County Council, including:
— young people early intervention and treatment,
— adult community treatment,
— adult residential treatment (detoxification and rehabilitation),
— specialist criminal justice services,
— specialist child safeguarding services,
— specialist alcohol-related health services (North Staffordshire only).
The adult services will need to have sufficient capacity to serve around 2 000 people at all times, which translates to around 3 000 per year.
There will be an expectation that the successful bidder will help develop partnership structures with stakeholders representing associated specialisms (mental health, housing, employment, probation, etc.) to deliver forms of collaborative working that reduce duplication and fragmentation in order to provide more integrated working with people with drug/alcohol problems.
A draft specification will be posted on the Staffordshire County Council website in early March and there will be an opportunity to provide feedback before tender documents are released. A message will be issued via the E-tendering Proactis system to notify interested bidders when this specification is available.
It is anticipated that tender documentation will be available April 2019.
A market engagement event is planned for 10:30 a.m. — 13:30 p.m. on Monday 25.3.2019 in the White Room, County Buildings, Martin Street, Stafford, ST16 2LH. Attendance is restricted to 3 people per organisation.
