The objective is to enhance the potential of digital hubs and accelerators across Europe in making them work together, develop common projects and construct a digital community that can increase the European competitiveness.
The aim is to connect all the European digital stakeholders and hubs in order to develop an integration and cooperation plan designed to generate common projects and the creation of European digital accelerators that can use the full potential existing across Europe.
The preparatory action will consist in:
— the identification of the network of hubs and accelerators and of their comparative advantages and multiplicative effect potential,
— the assessment of their current status and their development and cooperation potential,
— the creation of an active and animated experts and stakeholders working group,
— the generation of a common integration plan based of concrete projects,
— the elaboration of policy solutions that can help reinforce the ties and the cooperation between the European hubs and accelerators.
This action should build on existing initiatives and complement them. The goal is also to define concrete instruments to mainstream innovation, exploiting the resources available in the network of digital innovation hubs in Europe.

The objective of the study is to contribute to the preparation of the Commission report on the implementation of Regulation (EU) 2015/2120 of the European Parliament and of the Council. The study will:
1) collect factual information about the actual implementation of the net neutrality provisions of the Regulation by national regulatory authorities across EU Member States;
2) provide an assessment of this implementation, looking in particular at the way in which NRAs have taken BEREC guidelines into account;
3) suggest options where necessary for possible amendments to the Regulation, taking into account technology and market developments.
The study should assess all the elements of the Regulation, paying special attention to the most sensitive issues raised during the preparation of the Regulation and the guidelines, including:
— the regulatory treatment of commercial practices, in particular of zero-rating,
— the assessment by NRAs of traffic management practices, paying special attention to reasonable traffic management and the 3 specific exceptions which the Regulation allows for exceptional traffic management,
— the assessment of specialised services and their interaction with the Internet access service,
— the implementation by NRAs of the transparency requirements included in the Regulation.

Bands above 24 GHz (so-called mm waves) are suitable for short-range wireless communications at very high speeds utilising a very high bandwidth. Following the planned actions in the 5GAP on making radio spectrum timely available for 5G services, the Commission should issue relevant technical harmonisation measures for spectrum bands above the 24 GHz which need to be accompanied by an impact assessment. This study will support the Commission in assessing the impacts of technical harmonisation of high-priority mm-wave bands (including the 26 GHz, 32 GHz and 40 GHz bands) in support of the 5GAP. It will put particular scrutiny on incumbent services (such as satellite or fixed wireless) and their coexistence with new 5G terrestrial services in terms of aggregate socio-economic benefits and costs.

The objective of the study is to contribute to the impact assessment (IA) accompanying the Commission proposal for the new MFF by identifying the scope of the intervention related to broadband and then quantify the funding needs. The study will in particular take into account funding needs related to the following strategic objectives identified in the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions ‘Connectivity for a Competitive Digital Single Market — Towards a European Gigabit Society’ (SWD(2016) 300 final):
— gigabit connectivity for all main socio-economic drivers such as schools, transport hubs and main providers of public services as well as digitally intensive enterprises,
— all urban areas and all major terrestrial transport paths to have uninterrupted 5G coverage,
— all European households, rural or urban, will have access to Internet connectivity offering a downlink of at least 100 Mbps, upgradable to gigabit speed.
For each of these objectives the study will quantify overall funding needs, identify potential projects or processes for the emergence of such projects, will analyse to which extent the achievement of a given objective should be financed at EU level and then will quantity necessary funding in the new MFF. Secondly, the study will identify funding needs in the area of free wireless initiative, taking into account in particular lessons learned from the first stage of the implementation of WiFi4EU initiative. The study should assess whether the scale and/or the scope of this initiative should be extended, in particular towards other mostly demand-side measures. Thirdly, the study will assess funding needs related to technical assistance/knowledge transfers/other forms of programme support.

Analysis of the legal environments in which Internet hotlines processing reports on child sexual abuse content online operate. The outcomes of the study will feed into concrete recommendations on how hotlines and the network of hotlines can improve their capacity and capability and enlarge their portfolio to contribute to the effective removal of child sexual abuse material (CSAM). A qualitative research will cover all EU Member States, identifying the challenges and obstacles faced by the hotlines tackling child sexual abuse content. The research will include a comprehensive and thorough analysis of the specific situation in each Member State and include the following:
— a description of how and on which legal basis the hotline work with various stakeholders such as law enforcement, ministries and hosting Internet service providers,
