UCA 18/021 Long-term hire of a delivery truck (7,5 t payload)
To set up a framework contract for the General Secretariat of the Council (GSC) to hire a commercial vehicle (delivery/removal truck), i.e. a chassis-cab unit fitted with a body and a tailgate lift, on a long-term basis (8 years) without an option to purchase.
This vehicle will be used in two distinct ways:
(1) to transport pallets of goods on a daily basis between the Secretariat's various buildings and the warehouse currently located in Neder-Over-Heembeek;
(2) to transport goods occasionally over long distances (for information purposes, but without limitation: Luxembourg, Strasbourg or Florence).
The vehicle will travel approximately 25 000 km per year.
The contractor must:
a. acquire a truck (chassis-cab) meeting the technical specifications;
b. construct the body fitted with a tailgate based on the technical specifications;
c. hire out this vehicle (chassis-cab unit/body/tailgate) to the SGC (without an option to purchase) on a long-term 'full service' basis for an 8-year period, and an estimation of approximately 25 000 km travelled per year (i.e. approximately 200 000 km in total).
During the 3 years following conclusion of the initial contract, the Secretariat may use a negotiated procedure with the party awarded this contract, without prior publication of a contract notice for new services involving a repetition of similar services in accordance with the basic project referred to in this contract as described in point II.1.4.
The General Secretariat of the Council does not publish the estimated value of its contracts. The estimated volume of the contract is indicated in the specifications.
Section III: Legal, economic, financial and technical information

— The delivery time will be a maximum of 6 months from contract signature,
— the delivery will take place in Belgium,
— The vehicle will be registered in Belgium, in the name of GSC with diplomatic plates, or in the name of the contractor. This choice will be communicated to the contractor by the GSC prior to delivery.

Each tenderer may be represented by no more than one person, whose name must be forwarded by e-mail (firstname.lastname@example.org) no later than 18.4.2018.
The opening of tenders may be postponed, at short notice, owing to unforeseen events occurring on the day initially scheduled.
