II.2.4)Description of the procurement:

EMA staff is mainly composed of scientific professionals, and other support staff members assigned in different areas. In addition, the Agency may temporarily need staff as a complement to the statutory workforce. Temporary workforce through temporary employment agencies will be referred to as interim staff.

Interim staff are not staff members of the Agency. They are not subject to the Staff Regulations or to the conditions of employment of other servants to the European Union. They are employed by and sent to the Agency by employment agencies, to carry out tasks of a temporary and specific nature in different areas, notably in case of abnormal workload or to provide specific service, under the following circumstances (indicative and non-inclusive):

• to temporarily replace statutory staff who is absent for reasons such as maternity leave, parental leave, sickness or other reasons;

• in exceptional cases such as peak periods which require additional workforce for a fixed period of time;

• to carry out, on a temporary basis, tasks which require specific competences which are not readily available within the Agency;

• to carry out, on a temporary basis, additional tasks resulting from specific projects.

The temporary agency workers recruited by the Agency will be based in its headquarters in the Netherlands.

Preliminary market consultation:

Please note that EMA is running a preliminary market consultation exercise in preparation for a future call for tender for the supply of interim workers (temporary agency workers), as presented also in the present prior information notice.

Economic operators interested in such a call are invited to complete the online survey which is available under this link: https://ec.europa.eu/eusurvey/runner/EMAMarketSurveyInterimWorkers and is also advertised on EMA’s corporate procurement website under this link https://www.ema.europa.eu/en/about-us/procurement. The deadline to participate in the online survey is advertised on EMA’s corporate procurement website.

Participation in the survey is not a prerequisite to submit a tender when the procurement will be published. Response to the survey however will enable us to understand the market and improve the modalities of the future procurement procedure.

Division into lots:

Please note that following the outcome of the preliminary market consultation explained above, EMA may decide to divide the contractual scope into lots. Therefore, interested economic operators are kindly requested to carefully assess the information concerning division into lots that will eventually be included in the contract notice that will be published by EMA in the next months.
