II.1.5)Short description of the contract or purchase(s):
The requirement is for the tendering of the Operation and Maintenance services for the Rail Innovation and Development Centre (RIDC) at Melton.
This strategically important test RIDC facility provides a safe environment for the testing and validation of new and modified trains, infrastructure and equipment. The capabilities include a 13-mile test track; maintenance shed; sidings, 25 kv AC OHL; 3rd and 4th DC rail configuration; tunnels; noise test site; and a conductor beam is capable of train testing up to 125 mph and consists of 13 miles of track and has a good cross section of infrastructure, i.e. tunnels, bridges etc.
This tender action is for the tendering in 2 lots of those services.
Tenderers will be able to submit tenders for either or both lots:
Lot 1 Operation of RIDC Melton,
Lot 2 Maintenance of RIDC Melton.
For either Lot, Tenderers are invited to submit variant bids, the variants can relate to the method of delivery not to the outcome.
The framework agreements will be for 2 years, with the ability to extend by a year, 3 times (maximum of 5 years).

The requirement is for the tendering of the Operation and Maintenance services for the Rail Innovation and Development Centre (RIDC) at Melton and offered in 2 lots.
The framework agreements will be for 2 years, with the ability to extend by a year, 3 times (maximum of 5 years).
Tenderers will be able to submit tenders for either or both lots. The Services include the provision of the following:
Lot 1 Operational Services.
Operational Services means providing management and operational resources to manage RIDC Melton including the supply of suitably qualified and trained staff to act as Operations Safety Managers and Line Controllers to deliver the following operational services:
— Statutory and mandatory requirements are carried out in accordance with the relevant Industry legislation and standards;
— Site management;
— Asset Management (safety, quality and environment);
— Incident preparedness;
— Site Control Room operation;
— Document control;
— Technical library;
— Public liaison services;
— Provision of security;
— Compliance management/self-assurance (safety, quality and environmental);
— Environmental audits and monitoring;
— Site operating hours and test track passes;
— Shunter and locomotive certification, operation and maintenance of 2 Class 08 shunters and a Class 47 locomotive (or equivalent);
— Logistic management/Customer and Site material storage and handling;
— Operators and a forklift capable of lifting a 5-ton load;
— Environmental management — during adverse weather ensure the footpaths, roadways to the facility buildings (Unit F test centre and Old Dalby offices), and the test track within the lease boundary are kept free from snow, ice, and frost and gritted as necessary. This also includes keeping ice and snow clear from the DC conductor rails.
Network Rail is willing to consider alternative tenders offering variants to the specified operational arrangements.
Lot 2 Maintenance Services.
Maintenance Services means providing management of maintenance resources at RIDC Melton including the inspection, maintenance management of the Works Register for all Infrastructure assets.
Maintenance of the Employer's Site shall include the following:
— Planned preventative inspection, servicing and maintenance;
— Maintenance of the Site;
— Repairs to the Site;
— Provision of suitable facilities for executing the Maintenance events;
— Provision of facilities and equipment required to complete periodic inspections in the field;
— Management of spares;
— Provision of technical expertise.
Option for provision for Renewals Services.
There is a 5-year plan for track renewal/replacement.
The Maintenance Lot will include an option for the Management and responsibility of delivering infrastructure renewals through this contract.
Option for provision for Infrastructure Manager Services.
Network Rail is Infrastructure Manager for RIDC Melton. The Maintenance Lot will include an option for Infrastructure Manager Services to be provided through this contract.
Infrastructure Manager Services include:
— Responsible engineers accountable for the Suppliers' compliance with the relevant industry legislation and standards for Maintenance and Repair of the Site.
— The responsible engineers shall also be accountable for all reliability issues, maintenance, planning, qualification of staff, inputs to accidents and incidents, and for the preparation of technical reports as reasonable required.
— The Supplier's responsible engineers shall be responsible for all aspects of maintenance, and shall be suitably experienced with the appropriate qualifications.
