‘Development of quick and cost-effective tests on animals and food’. This Prior Information Notice announces an open market consultation and provides information at an early stage on the expected starting date and purchase volume for a pre-commercial procurement (PCP).

II.4)Short description of nature and quantity or value of supplies or services:
The call for tenders ‘Development of quick and cost-effective tests on animals and food’ is a research and development contract aiming at the development of innovative tools to carry out tests in order to:
1) assess the quality of the thawed fish products, sold as fresh, or not correctly undergone to a blast freezing process;
2) detect antibiotics on a sample of raw and / or cooked meat;
3) prove, on livestock, a positive result of Yersinia enterocolitica, also in presence of false positive rates during routine controls on brucellosis;
4) identify the livestock units infected with paratubercolosis in the subclinics phase;
5) prove the presence of sulphites in food, and in particular in meat and crustaceans.
The tools shall have the following requirements:
* cost-effectiveness,
* used on-site,
* rapid response.
The requested services include activites of experimental development.
The invitation originates from the expression of interest by the Local Health Authority of Catania that candidate itself as pilot site for the experimentation of the tests.
The results of R&D are not reserved for the exclusive use of the Contracting Authority (Ministry of Education,University and Research and the above listed administrations); the rights on R&D results will be the subject of prior negotiation between the contracting authority, the beneficiary administrations, the suppliers and otherpublic authorities.
According to Article 158, paragraph 2, of the Code of Public Contracts (Legislative Decree No 50 of 18.4.2016), pre-commercial tenders are excluded from the scope of application of the Code, with the exception of thegeneral principles included therein.
The procurement will take the form of a pre-commercial procurement (PCP) under which R&D service contractswill be awarded to a number of R&D providers in parallel in a phased approach. This will make it possible to compare competing alternative solutions.
Each selected operator will be awarded a framework agreement that covers three R&D phases.
After each phase, intermediate evaluations will be carried out to progressively select the best of the competingsolutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the nextphase.
The pre-commercial procurement procedure is typically divided into the following three phases:
#Phase 1, ‘Solution design’;
#Phase 2, ‘Prototyping’;
#Phase 3, ‘Original development and validation and testing of a limited set of first products or services’.
The R&D activity is conducted up to the production of a limited quantity of products / services, with the exclusionof large-scale production.
The last phase is awarded to at least two suppliers. The phases will be ruled by a Framework Agreementbetween the contracting authority and each of the suppliers awarded in Phase 1; for each phase, the contractorsmay sign a specific contract, subordinated to the Framework Agreement. The Framework Agreement could not be compliant with the definition of Framework Agreement given in Legislative Decree No 50 of 18.4.2016.
The procurement is expected to start in May 2017 and end in November 2019, over a period of approx. 30 months.
Open market consultation
In preparation for this PCP, all interested operators are invited to take part in an open market consultation (regardless of their geographic location, the size or governance structure of their organization). The open market consultation will be organized in the form of meetings (e.g. live streaming public events), online meetings and Q&A forum.
The open market consultation will provide you with an overview on the procurement objectives, the PCP process and the main clauses of the contract.
Next open event will be held:
— on Tuesday, 11.4.2017, at 10:00;
— at Agenzia per l'Italia Digitale (AgID), via Liszt 21, 00144 Rome, Italy.
The event will be held in Italian. During the event, you will also have the opportunity to ask questions.

You can participate in the PCP call for tender even if you did not participate in the open market consultation.
Offers will be accepted in Italian.
All communication (before, during and after the procurement) will be carried out in Italian.
All information provided during the open market consultation and other background information will be published online in Italian on the project website.
Taking into account also the market consultation results, the Contracting Authority will evaluate if the tender procedure will be organised in two phases. The contract may be organised into lots. In such a case, the stepwise approach is applied to each lot, independently of each other.
