The site, known as Whitehill, Blackburn, is bisected by Inchmuir Rd and comprises an existing building on the north side formerly occupied by Mahle Engine Systems UK Ltd and to the south, a number of West Lothian Council property buildings and a former crisp factory; these buildings are to be demolished under a separate contract; this is except for one property, Whitehill House which will be retained and refurbished. The requirements of the contract comprise the removal of a number of outbuildings, the strip out of existing services and overhead crane, the demolition of some internal block walls, the removal of a number of columns with new strengthening steel inserted, floor strengthening works, some cladding removal and the fixing of new cladding.
There are also substantial office and messing facilities to be created by upgrading existing office space and the creation of new office space. In addition there are external works to roads and car parking. The refurbished facility will house the Council water transfer and commercial recycling centre, salt storage, internal vehicle yard and supporting office and messing facilities. The south site is mainly a vehicle parking and storage yard with fuel bunkering and vehicle wash bay. There will be a new single storey building, approximately 90 metres x 30 metres for vehicle maintenance with associated offices and messing facilities and a new vehicle canopy approximately 165 metres x 12 metres. The remaining building, Whitehill House, will undergo some internal demolition to create refurbished and new offices and messing facilities.
