Justification:

The budget of existing FWC for acquisition of aerial surveillance services has been almost fully used up, which factor temporarily reduces the possibility to use these services in full accordance to the emerging needs. With the use of accelerated open tender procedure it hopefully will be possible to start the necessary aerial surveillance service deployments much sooner than with applying a regular procedure.
