The overall objective of the study is to contribute to better informed and evidence based policies and measures on effective action against cyber violence against women. The aim is to assist European Union institutions and all EU Member States in collecting more evidence on cyber violence against women.

II.2.4)Description of the procurement:

The contract aims to map existing national policies, research, definitions and data on cyber violence against women across the Member States. This will include: concepts and definitions of different forms of cyber violence used in Member States and available survey and administrative data collection on cyber violence with all EU-27.

The study should focus on cyber violence against women over the age of 13. It represents the minimum legal age to open a personal account on the majority of social media platforms, including Facebook, Twitter, Instagram, Pinterest, TikTok and Snapchat. This allows targeting female users of different age groups, ever since their first (legal) access to social media platforms.

The geographical scope will include all the EU Member States. The contract will be completed within 10 months from the contract’s date of signature.

EIGE will monitor the project in technical and administrative terms. The contractor should report immediately in writing to the Institute any problems encountered during implementation of the contract.

Each deliverable, represented in contractor’s financial offer, will be subject to a written quality assessment. A low quality of the specific deliverables may lead to reduction of payment proportionally to the failure up to 30 % of the total cost for the deliverable in accordance with the Articles II.15); 16 with the contract. If EIGE has to return a text/deliverable to the contractor more than 3 times to finalise it to the appropriate quality standard and this happens on three occasions during the contract implementation, EIGE has the right to terminate the contract or impose the reduction of payment up to 30 % for particular deliverable cost.
