Provision of Scheduled and On-request Reporting Services – Network of Eurofound Correspondents — Finland
The tasks are to be performed at the premises designated by the contractor and agreed by Eurofound.
The contract concerned is the result of Eurofound call for tenders aiming at the establishment of a network of correspondents providing both scheduled and on-request reporting services. The network acts as an input mechanism by ensuring the ongoing supply of information research services covering all EU MS and required for the successful implementation of Eurofound's new programming period 2017-2020. The network is also also used to assist, although to a limited extent only, in the provision of information to support Eurofound's communication activities. In addition, services required may extend to other on-request tasks as necessary.
Scheduled reporting services are these of a recurring nature which will be scheduled throughout the year. On-request reporting services refer mainly to these with a less than annual frequency and services where the exact volume is not known in advance.

Within 2 months of notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment. Any request tenderers may make and any reply from Eurofound, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment nor open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated under Heading VI.4.1 of the contract notice.
Section VII: Modifications to the contract/concession
Eurofound exercised its right to increase the original budget ceiling of the framework contract (as envisaged in original procurement documents).
The contract for the provision of scheduled and on-request reporting services — Network of Eurofound Correspondents — Finland was concluded for 4-year period. At the end of the third year of the contract implementation it became obvious that the amount of the services provided under the on-request part of the contract is higher than originally envisaged. Therefore, it was decided to increase the contract's original ceiling in order to ensure continuity of the service provision until its expiry in the end of February 2022. The pricing of the deliverables provided under the contract was not changed. The reasons for the decision taken were that changing the contractor would not only duplicate cost of running the network (two contractors providing the same service in parallel) but would also not be possible due to interchangeability of the services being provided under the contract.
