The contracting authority aims to establish a framework contract with a single contractor for a period of 6 years in order to evaluate one of 3 general objectives of the common agriculture policy as specified in Article 110 of the Regulation (EU) No 1306/2013 of the European Parliament and of the Council.

In the case of framework agreements, provide justification for any duration exceeding 4 years: Given the need for conducting the evaluation studies required to fulfil the obligation to report to the Council and the European Parliament by 31.12.2018 and by 31.12.2021 with the same methodology for the relevant CAP general objective, this framework contract will go beyond the duration of 4 years to cover the whole period until the end of 2021.

1) Tender documents will be available for download at the address indicated under heading I.3. The website will be updated regularly and it is the tenderers' responsibility to check for updates and modifications during the tendering period.

2) The contracting authority reserves the right to supplement the framework contract by new services consisting in the repetition of similar services entrusted to the economic operator awarded the initial contract within 3 years following its conclusion, on the basis of Article 134(1)(e) of the Commission Delegated Regulation (EU) No 1268/2012. Such new services cannot account for more than 50 % of the initial contract amount.

3) The maximum value of the framework contract may be higher or lower than the budget referred to in Section II.2.6 of this contract notice. Fixed coefficients will be applied to the various elements constituting the financial offer. These coefficients will be used to calculate the weighted amounts to be considered in the formula that will be used for determining the price to be considered for applying the formula to award the contract, which in turn will fix the maximum amount of the framework contract (see tender specifications Sections 4.4 and 4.6).
