II.1.5)Short description of the contract or purchase(s):
Anglian Water is seeking partners who will secure 100 % of the required funding and then deliver renewable energy solutions for its sites. Our intention is to award a maximum of four frameworks for wind and solar. These two sources of renewable energy will be our initial focus. There will be two lots, with a maximum of two suppliers for each lot. Bidders may bid for both lots or just one lot.
The framework supplier(s) will finance, project manage, design, procure, construct, operate and maintain the installations. Anglian Water has already identified a number of sites where such installations may be possible. Partners will be offered the exclusive opportunity to develop detailed proposals which allow Anglian Water to enter into a long term power purchase contract with the supplier(s). Anglian Water will co-ordinate with the framework suppliers to identify and review proposals.

The total quantity or scope is difficult to forecast at this stage as it is dependent on the success of each development. However, we believe that it should be possible to create multiple developments in the required range given the available footprints for potential development. We have not given precise energy requirements as the size of our sites can vary considerably.

Lot 1 Wind.
1. Do you have a proven track record (within the last five years) of identification, funding, design (engineering and construction), installation, project management, procurement, construction, operation and maintenance of renewable energy (wind in this case) installations? This can either be directly or through a third party. This proven track record should also include successful application for a FiT tariff, site investigations, feasibility and environmental impact assessments. Please do not send us literature or attachments at this stage). For your information please assume that there will be between 20 and 100 installations. Most of these will be approximately 250 KW but a small number may be greater than 2 MW. We will provide further detail throughout the tender process.

2. Anglian Water has a proposed commercial model whereby we will provide a list of potentially suitable sites for renewable energy development. The scope of this framework is for the suppliers to develop the shortlisted sites into viable proposals for investment, taking into account any associated costs for feasibility studies, finance, project management, design, EIA, planning, procurement, construction, operation and maintenance of the installations. Your final proposal and PPA can include all of these associated costs (undertaken at your expense). A dialogue will then take place to determine the feasibility for the development (both from a construction and PPA price perspective) we then have the potential to enter into a pre-development agreement for the proposed sites. This could inform the terms and conditions of the subsequent PPA.
