Hampshire County Council (HCC) wishes to contract with a business partner and /or registered housing provider to part fund, design, build and operate extra-care housing on the above 3 sites which are owned by the council. The council is currently concluding the development principles with the local planning authority for each of the 3 sites. From these we are anticipating that detailed planning permission could be obtained for circa 50 apartments per scheme with a bedroom mix of 66 % 1 bed and 34 % 2 bed. We are looking to encourage bids for a mixture of tenures including full market sale but with the majority, circa 70 % to be affordable rent.

Bids are to be invited for the above requirements as set out in the associated principles of design documents; based on a balance sheet of scheme costs and income that identifies the bidders' own financial contribution (secured against rents, sales and other funds), plus any other public sector capital “gap funding”.
