Runway refurbishment with taxiways A1-A9
In 2021, the contracting authority shall rehabilitate the northern railway RWY-08L/26R and its connecting roller rails TWY-A1 to A9 in an area up to 210 m from the railway axis.
The concrete slab will be replaced again in concrete structure. The existing slot trunking on both sides of the shoulders will also be renewed and reconnected to the existing discharge pipes. The existing hydraulically bound support layer (HGT) under the concrete slab, which is approximately 15 cm high, shall not be renewed. Demolition of the concrete slab shall be carried out in several passageways by means of concrete grinding. The remaining HGT shall be protected by the Contractor against damage (construction traffic, precipitation) during the works.
On the side of the approach areas, the fire foundations must be replaced and the existing radiation protection areas must be upgraded.
The necessary taxiway extensions are also carried out in the curved areas (window extensions).
In particular, the following services will be provided:

The subject of the service shall also be the translation of the preliminary design drawn up by the contracting authority into an executive design.
As part of the rehabilitation of the northern runway (see II.1.4), the lighting will be fully modernised in a separate order. In the area of the northern runway and the associated taxiways, existing empty cable pipes of the secondary piping located below the HGT concretely coated in the anti-freeze layer are to be adapted or supplemented in some cases. However, the adaptation of the combustion plants themselves is not part of this procurement procedure.
All work will take place outside the airport security restricted area (landside). The field is demarcated from the safety area by means of a temporary ICAO guard, which is to be built on the ground beforehand and is to be dismantled at the end of the construction.
The entire construction will be carried out by means of a continuous rail barrier from 12.4.2021 to 30.9.2021. From 1.10.2021 onwards, only those ancillary works which were not necessary for bringing the railway into service can be carried out, and during a maximum of 12 hours of day closures are possible.
In order to ensure that the construction works are completed in time and that the railway can return to full operation on 1.10.2020, the Contractor will be entrusted with all coordination with the parallel contractor for the technical installations.
As a result of the Alkalie-Kiesel response, the contracting authority will, in the procurement documents made available to the successful candidates, identify the recipes with aggregates that have passed a performance test at Leipzig/Halle airport, cf. point VI.3 e) bb) of the contract notice. The contracting authority intends to conclude agreements with the suppliers of the aggregates specified therein on uniform terms of reference for all tenderers. Tenderers may alternatively offer a recipe for which a successful performance test can be presented and the tenderer undertakes to use the components underlying the successful performance test in the same way in the case of the contract.
Should the organisation of the competition show that, in principle, more candidates are suitable than being invited to submit a tender, the contracting authority/entity will select the candidates who best meet the selection criteria set out below. In order to determine this, the Contracting Authority will carry out the assessment described below. The Contracting Authority will use a scoreboard that allows a candidate to score a maximum of 1,000 points.
Of these 1 000 points, the following were deleted:
— a maximum of 300 points for the documents referred to in point III.1.2, of which a maximum of 200 points for the information referred to in point III.1.2(a) (turnover) and a maximum of 100 points for the information referred to in point III.1.2(b) (total turnover);
— a maximum of 700 points will be attributed to the documents referred to in point III.1.3, of which a maximum of 100 points will be attributed to the information referred to in point III.1.3(a) (staff), a maximum of 100 points will be attributed to the information referred to in point III.1.3(b) (equipment), a maximum of 300 points will be attributed to the information referred to in point III.1.3(c) (deployment reference situation) and a maximum of 200 points will be attributed to the reference situation for milling in point III.1.3(d).
When assessing the reference data referred to in point III.1.3 (c) (Establishment), the following will be assessed:
—Comparability of the nature of the service, including any special circumstances in which the service is provided (max. 150 points);
— Comparability of the volume of services provided (max. 100 points);
— the extent of the services provided by the candidate himself (max. 50 points).
When assessing the reference data referred to in point III.1.3 (d) (machines), the following will be evaluated:
— Comparability of the type of service (max. 120 points);
— Comparability of the volume of services provided (max. 60 points);
— the extent of the services provided by the candidate himself (max. 20 points).
In the context of the above weighting, the above documents will be evaluated. The assessment of the notified documents will be carried out on the basis of the following assessment criteria:
— 5 points: The applicant fully and fully fulfils the relevant characteristic;
— 4 points: Points deducted, as the explanations and information provided by the candidate in relation to the specific characteristic are scattered or have minor shortcomings and weaknesses;
— 3 points: Points deducted, as the explanations and information provided by the candidate on the relevant characteristic show several or not only minor shortcomings and weaknesses;
— 2 points: Points deducted because the explanations and information provided by the candidate on the characteristic have more extensive or important shortcomings and weaknesses, or: The declarations and information provided by the applicant on the characteristic in question contain few valid statements;
— 1 point: Points deducted as the explanations and information provided by the candidate on the relevant characteristic as a whole or as a result of serious deficiencies and weaknesses;
— 0 points: Points deducted because the explanations and information provided by the candidate on the relevant characteristic are insufficient or insufficient in all respects; or The declarations and information provided by the applicant do not contain any worthy information on the characteristic in question.
The Contracting Authority will disregard requests to participate which score zero or one point for one or more of the evaluation criteria set out above or which score less than 600 points for an evaluation.
The score for each document is obtained by using a weighting factor to obtain the maximum score corresponding to the percentage weighting for a score of 5 points.
If, on the basis of the assessment, it is found that the number of candidates to be admitted to the tender exceeds the above-mentioned maximum number of candidates, the contracting authority will take into account all candidates with a successful rank.
Optional extension of flight area by another section of the Bravo taxiway between G1 and A4 (parallel to the runway) constructing a fixed construction site area (including development).
Any tenderer submitting an eligible tender will receive a flat-rate payment of EUR 50000.00 net against invoicing with a separate VAT badge after the end of the procurement procedure. In the case of the tenderer to whom the contract is awarded, the flat-rate processing allowance shall be paid at the contractual rate.
Section III: Legal, economic, financial and technical information
(aa) that, during the last 2 years, the candidate has not been sentenced to a term of imprisonment of more than 3 months or a fine of more than 90 daily rates or a fine of more than EUR 2500 for a breach of rules (e.g. § 23 AEntG, § 21 MiLoG or rules for illegal employment of workers) resulting in registration in the Central Trade and Industry Register.
(bb) that the candidate is not in a state of insolvency, that there has been no application for bankruptcy or similar proceedings in respect of the candidate’s assets or that the opening of such proceedings has not been refused because of the lack of assets, that the candidate is not being wound up or that he has ceased trading, Paragraph 124(1)(2) of the GWB.
(cc) that the candidate has not been guilty of grave professional misconduct proven by any means which might call into question the integrity of the candidate, Paragraph 124(1)(3) of the GWB; the conduct of a person convicted by final judgment is imputable to an undertaking where that person has acted as the person responsible for the management of the undertaking; this also includes the supervision of the management or the other exercise of supervisory powers in a management position, in accordance with Section 123(3) of the GWB.
(dd) there is no mandatory ground for exclusion under § 123 GWB.
(b) identification of the applicant’s trade register number or an equivalent unique identification of a competent administrative authority or a court of the applicant’s country of origin.
The contracting authority reserves the right to exclude participating undertakings under § 124 GWB if one of the optional grounds for exclusion listed therein applies. The grounds for exclusion listed in point III.1.1(a) of the contract notice in the present case are therefore not exhaustive. Where there are grounds for exclusion, the contracting authority will take into account information provided by tenderers on self-cleaning in accordance with Section 125 of the GWB and the time allowed for exclusion in accordance with Section 126 of the GWB.
Please refer to point VI.3(d) for the use of an application form provided by the Contracting Authority.
For the examination of requests to participate, please refer to point III.1.4. For any selection of candidates to be invited to tender (evaluation), please refer to point II.2.9. In addition to the applicant’s self-declarations referred to in point III.2.1(a) above, no certificates or declarations issued by authorities or other bodies (originals or copies) are required. The contracting authority reserves the right, in the event of doubt as to the fulfilment of the above requirements, to request certificates or declarations in the above sense.
A reference to the candidate’s pre-qualification cannot replace the submission of the supporting documents and self-declarations listed in points III.1.1. to III.1.3., as the information and self-declarations required for the pre-qualification do not match the content of the declarations and evidence provided in the present case.
(a) a self-declaration of the candidate’s turnover (euro, net) corresponding to services comparable to those covered by this invitation to tender, broken down for the last 3 financial years for which accounts have been closed; planning and construction works for air traffic areas or other traffic areas in concrete structures are considered to be comparable.
b) self-declaration of the candidate’s overall turnover (euro, net), broken down for the last 3 financial years for which accounts have been closed;

Re point III.1.2(b):
The total annual turnover declared must not, on average over the last 3 financial years, be less than EUR 70000000.00 p.a. (excluding VAT).
For the purposes of compliance with the minimum conditions set out above, for all forms of cooperation referred to in point VI.3(b), the information provided by the designated undertakings shall be added together.
a) Indicate the average annual number of staff employed by the applicant in the last 3 completed financial years (for each financial year separately), broken down by occupational category and by number.
a) A list of the technical equipment at the candidate’s disposal for the performance of the services to be awarded, specifying: Number of finishers with a width of 15 metres, number of finishers with a width of 5-10 metres, number of mobile concrete mixers for finishers with a width of 15 metres, number of mobile mixers for finishers with a width of 5-10 metres, number of concrete large mills with a minimum width of 2.0 metres and double head mills (b) Construction reference site:
Information on the candidate’s completed or advanced reference projects in the 80 months preceding the date of publication of this notice for which the nature and scope of the work covered by this invitation to tender (see tender documents) have been carried out. The following information is expected for each reference project:
The name and address of the contracting authority, the appointment of a contact person at the contracting authority, including a telephone number and an e-mail address, is reserved;
— the name and location of the reference object;
—a brief description of the nature of the services provided, indicating the nature of the reference project, the performance of the service in concrete or asphalt, the nature of the services provided, the nature of the contract, the identification of the HOAI service stages, if any, handled by the applicant, and the particular circumstances in which the services are to be provided;
— A brief description of the scope of the services provided, indicating: Total area of reference in m2Distribution of the total area, ca. the amount of the contract (euro, net);
The period during which the services are to be provided and the date on which they are to be commissioned;
—indicate whether the services were provided in full, in-house, with subcontractors or in cooperation with other firms, and if so, the proportion of the services provided in-house. If the services have not been provided entirely as an in-house service, please indicate which in-house services have been provided.
(c) Reference situation of milling:
A brief description of the nature of the services provided, specifying the nature of the reference project, the subject of the services (concrete milling, asphalt, mixed), the specific circumstances in which the services are to be provided;
— A brief description of the scope of the services provided, indicating: Total area of reference in m2Total milling power at reference in m2Distribution of total milling area, daily average milling power in m3CA. – Indicate the amount of the contract (euro, net);
Please refer to point VI.3(d) for the use of an application form provided by the Contracting Authority. The references referred to in points III.1.3(c) and III.1.3(d) will be specified in the application form.
Point III.1.(c) of the reference situation for construction:
Candidates must demonstrate their specific experience by fulfilling, in addition to the requirements set out in point III.1.3(c), the following minimum requirements in a reference:
—Take-off and landing runway;
—Timeway with an area of at least 100000 m2.
— Installation of a concrete slab with a thickness of at least 30 cm.
Point III.1.3(d) of the reference situation for milling:
Candidates must demonstrate their specific experience by fulfilling, in addition to the requirements set out in point III.1.3(d), the following minimum requirements in a reference:
— Concrete piping > 50000 m2.
In accordance with Section 51(2) of the SektVO, the contracting authority reserves the right, in compliance with the principles of transparency and equal treatment, to require candidates to submit, complete or correct missing, incomplete or incorrect company documents or other evidence.
The contracting authority will then examine the content of the complete requests to participate. The verification shall cover compliance with any minimum requirements referred to in points III.1.1. to III.1.3.
Without prejudice to any minimum requirements, the contracting authority will check the content of the documents referred to in points III.1.1. to III.1.3. If, as a result, the principle of suitability cannot be accepted, the request to participate will not be taken into account.
Any necessary evaluation of requests to participate will be carried out in accordance with point II.2.9.

Jointly and severally with the lead contractor. Prospective consortia must submit the request to participate as a consortium. In addition to the application form referred to in point VI.3(d), proof of the existence of a group of candidates must be accompanied by an explicit declaration from the group of candidates, together with the request to participate, designating the members of the group and the member of the group representing the group of candidates vis-à-vis the contracting authority in this procurement procedure. The declaration of consortium described above must be signed by all members of the consortium. The distribution of services and/or tasks between the various members of the consortium in the case of the contract must be shown.
Section IV: Procedure
Section VI: Complementary information
(a) The contracting authority is only the contracting entity within the meaning of Paragraph 100(1)(2) of the GWB.
b) The forms of cooperation in this procurement procedure:
The documents referred to in points III.1.1. to III.1.3. must be submitted in a separate application form for each member of the consortium if it is a consortium.
If the candidate or a member of a consortium intends to rely on other entities (e.g. through subcontractors) to prove their economic and financial or technical and professional capacity, the documents referred to in points III.1.2. to III.1.3. must be provided for the other entities in a separate application form in so far as they refer to the capacities of third parties. In addition, the applicant shall submit with the request to participate the undertaking of the other entities, the content of which is to demonstrate the legal and factual availability via the appropriate resources of the third parties.
Where reference is made to the capacities of another entity in terms of economic or financial capacity, the latter shall expressly confirm that, in the event of a contract, it is jointly and severally liable with the candidate for the performance of the contract, in proportion to the size of the suitability loan.
If the candidate intends to rely on the capacities of other entities in order to provide evidence of the required professional capacity, such as qualifications or relevant professional experience (references), he must expressly certify that he will perform the services as a subcontractor in the case of the contract for which those capacities are required.
requests to participate must be submitted in all elements in German; in the case of foreign-language documents, translation into German.
the Contracting Authority has drawn up an application form for submitting requests to participate. This must be used for the submission of requests to participate. Requests to participate must be submitted in writing via the procurement platform by the closing date specified in point IV.2.2.
(e) Explanation on the conduct of the negotiated procedure:
AA) The Contracting Authority reserves the right to adapt the information documents published in accordance with point I.3 and to make available to the selected candidates a revised version of the tender documents, in particular the tender specifications.
BB) The provision of the procurement documents to the successful candidates will be subject to the submission of a declaration of confidentiality, as the procurement documents contain security-related content.
CC) Under Paragraph 15(4) of the SektVO, the contracting authority reserves the right to award the contract on the basis of the initial tenders without entering into negotiations.
(f) The dates set out in point II.2.7. and IV.2.3. are subject to adjustment and updating.
(g) Requests from interested companies must be made in writing to the contact point referred to in point I.1) by 27.4.2020 at the latest.
(h) data protection: The applicant must comply with the provisions of the General Data Protection Regulation, the Federal Data Protection Act and other applicable laws on the protection of personal data. For the transmission of personal data to the contracting authority, the candidate bears the responsibility under data protection law and must ensure the lawfulness thereof (e.g. by obtaining consent from information provided by natural persons).

Reference is made to the complaint obligations under Section 160(3) of the GWB. Under Paragraph 160(3)(1)(4) of the GWB, an application for review is, in particular, inadmissible in so far as more than 15 calendar days have elapsed from the date of receipt of the contracting authority’s notification that it does not intend to remedy the complaint.
