Oxford City Council (‘the Council’) are seeking a partner organisation to deliver a brand new multi-sports complex on Horspath Road in Oxford. The successful partner is asked to submit a proposal on how they would design, build operate and manage the facilities. The Council has identified the core facilities and encourages prospective partners to identify options for additional investment, to be funded through their own resources, which will improve overall viability.

II.2)Quantity or scope of the contract
II.2.1)Total quantity or scope:
Oxford City Council (‘the Council’) are seeking a partner organisation to deliver a brand new multi-sports complex on Horspath Road in Oxford. The successful partner is asked to submit a proposal on how they would design, build operate and manage the facilities. The Council has identified the core facilities and encourages prospective partners to identify options for additional investment, to be funded through their own resources, which will improve overall viability.
It is envisaged the successful supplier will be appointed on a phased contract as follows:
1) Feasibility*;
2) Planning application;
3) Build;
4) Operate.
*If comprehensive site information (i.e. survey results) is provided in tender documents the Phase 1) Feasibility may be removed or minimised.
As a minimum the project must provide the following facilities:
— 3 x Senior football pitches;
— 1 x stadia football pitch to meet FA ground grading requirement for Grade F (preferably with the ability to progress to Grade E);
— 2 x Youth football pitches;
— 3 x Junior football pitches;
— 1 x Goalkeeper training area;
— 3 x cricket pitches;
— 1 x Ancillary facility/building that supports the current usage of the site including:
a. Adequate team changing room capacity;
b. Adequate officials changing room capacity;
c. Office/meeting space;
d. Social facilities;
e. Kitchen;
f. Spectator toilets.
In addition, the Council would welcome proposals for additional facilities that will improve the overall level of viability. The following options have been identified, but this list is not prescriptive. The Council would like to encourage additional innovative solutions:
— Full sized 3G Artificial Grass Pitch (AGP);
— Small sided football 3G AGPs;
— Health and fitness suite and ancillary facilities;
— Bar, catering and function facilities.
It is anticipated that the new site (at least in part) will be operational by December 2017.

(b) Is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the Court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) Has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) Has been guilty of grave professional misconduct proven by any means which the contract authorities can demonstrate;
