The purpose of this TA operation is to perform all preparatory work and then provide the implementation support for the Moldova Energy Efficiency investment project, which aims at renovating state and municipal public buildings, improving their energy efficiency and increasing service life. During the first phase (preparation), the Consultant will conduct the Feasibility Study (FS) to identify the most appropriate mechanism for the framework loan implementation, identify and select a list of sub-projects based on established criteria, prepare the programme procedures manual, perform energy audits and prepare the required procurement documentation. During the second phase (implementation), The consultant will provide assistance to the promoter (PIU) and final beneficiaries in procurement, contract management, evaluation and monitoring, and reporting to the EIB and EBRD and other stakeholders.
