Rail Advertising Concession.
Network Rail seeks expressions of interest from media owners (or similar/equivalent organisations) to operate a concession agreement to construct, maintain and sell advertising space on the Network Rail estate. This is an initial call for expressions of interest to enable early market engagement.
This notice is merely to obtain expressions of interest and precedes a formal concession notice.
Network Rail controls approximately 5 % of total transport advertising media within the UK ‘Out of Home’ (‘OOH’) advertising industry, through its 17 managed stations. The existing concession, granted to JCDecaux UK Ltd in 2010, is due to terminate on 31.3.2018. We plan to grant a 7-year term from April 2018 to March 2025.

The operation of the advertising estate is subject to both Railway Group and Network Rail Company Standards, therefore a suitably qualified media owner / operator will need to be put in place through a competitive tender process. The operator will need to hold a Principal Contractors Licence (‘PCL’) and be able to demonstrate that the required processes and systems are in place. The operator will be required to undertake the full management, billposting, site maintenance and inspection of all advertising assets and so it is essential that the operator holds all applicable qualifications and competencies. It should be noted that on average it takes a minimum of nine months for an operator to attain the level of a provisional PCL, so this requirement needs to be made clear to all potential bidders as soon as possible, at an early stage of the tender process.

Precise information on deadline(s) for review procedures:
Network Rail will incorporate a 10 calendar day
standstill period after notification to unsuccessful
bidders and until such point will not enter into a
contract for this requirement. Bidders considering
lodging an appeal must do so within this timescale in
order to allow Network Rail to consider such an
appeal. Successful appeals after the conclusion of
contract award can only be dealt with through the
processes available as described above.
