Norfolk County Council wishes to procure a provider of speech and language therapy services to cover Norfolk 0 to 19 year olds with special educational needs. It is the intention, to be confirmed, that Norfolk County Council will collaborate with South Norfolk, West Norfolk, North Norfolk, and Norwich CCGs in commissioning these services.

1. Timeline -The Council is aiming to award this contract on 5.10.2015 with up to 6 months for transition. The contract start date will therefore be the 4.4.2016.
2.Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, the Council wishes to consult current and potential providers, education and health professionals and service users of these services about options for the future delivery of the service and to explore the Councils plans further and to discuss how best to integrate social, environmental and economic considerations into the procurement in line with the Public Sector (Social Value) Act 2012. We are in the process of finalising the specification ready for a procurement, which will commence in July 2015. We welcome feedback on any key issues and/or omissions in the document and therefore wish to invite you to attend a market engagement event to be held on 26th June.
