Het voorwerp van deze opdracht betreft het beredderen van milieu-incidenten. Het gaat hierbij om een incident waarbij een negatieve, onverwachte en onvoorziene gebeurtenis plaatsvindt waarbij het leven, de gezondheid van personen, het milieu of materiële belangen in ernstige mate zijn geschaad. Hierbij is het van groot belang dat de dreiging zo snel mogelijk wordt weggenomen en dat de schadelijke gevolgen beperkt worden. Onder het beredderen van milieu-incidenten valt onder andere, maar niet uitsluitend, het beredderen van bijvoorbeeld een incident waarbij olie is vrijgekomen.
