Evaluation of the Childhood Obesity Trailblazer Programme
The Childhood Obesity Trailblazer Programme is a 3-year programme funded by the Department of Health and Social Care and is being implemented in partnership with the Local Government Association and PHE. It’s aim is to support local authorities to develop, test and learn from a range of different interventions to address the drivers of childhood obesity in local areas.
The Department of Health and Social Care (DHSC) is seeking to appoint a contractor with expertise in evaluation and working collaboratively with local organisations to provide advice and support to the local authorities.
The Department will be holding an engagement session on the 1.5.2019 at 14:00 — 15:30 via a webinar. The session will be a chance for interested parties to understand an overview of the Childhood Obesity Trailblazer Programme and an overview of the Procurement itself.
For further details and to register for the webinar, please contact DHSC at firstname.lastname@example.org
Evaluation experts are required from July 2019 to undertake a programme-wide evaluation of the Childhood Obesity Trailblazer Programme and provide advice and support to 5 participating local authorities on the evaluation of their own interventions. This work is envisaged in 3 main phases:
Phase 1: Baseline phase — the first 6 months (July-December 2019) will involve quite intensive input from the contractor to establish the baseline situation in each of the 5 participating local authorities, what their implementation and evaluation plans are and how they could be improved and to produce the baseline report.
Phase 2: Implementation phase — whilst the programme is up and running the evaluation contractor will be required to identify implementation and process issues at programme and local level through regular engagement with the local authorities both individually and through taking part programme-level events.
Phase 3: Reporting phase — towards the end of the programme the evaluation contractor will be required to produce a final report on the impact and learning from the programme which draws on the data and insights they have gathered throughout implementation and on the findings from the evaluation reports of the participating local authorities.
