The London Borough of Lambeth is issuing this notice with a view to competively tender and award contracts for packages of services for Civil Parking Enforcement & Associated Services.
This notice is to alert those suppliers who may be in interested in expresssing their interest in tendering for these services, and is open to any supplier who is interested in some or all of the scope of works ( packages of services)
Please note that this PIN does not give any supplier an advantage and it does not constitute a call for competition. Information received will give the Council up to date knowledge of services and technology available in the market, and will also assist in guiding the Council in its development of a contract specification(s) for any upcoming procurement exercises.
Lambeth is looking forward to receiving information from suppliers which demonstrates an innovative approach in delivering all areas of its parking services.
As Lambeth currently has a 5 Lot ‘Parking Management Contract' which covers the following areas:
(1) Enforcement Services and (2) Removal Services which amongst other things will include:
— On-Street Enforcement,
— CCTV Enforcement ( CCTV Control Rooms and Moving Traffic Vehicles),
— Suspension Operation,
— On-Street Removal/Relocation Operation,
— HPI Checks.
(3) Printing Services - for the printing of a large volume, and range of parking documents e.g. permits, vouchers, application forms, as well as printing & postage of personalized enforcement notices, the offsite printing of back office correspondence, printing of parking permits and daily scratchcards processed online through the Farthest Gate's Limited, Liberator System.
(4) Scanning Services - for the indexing and scanning of all postal made payments and correspondence relating to Penalty Charge Notices issued. The output file will need to be uploaded daily into the Farthest Gate's Limited, Liberator System. Other duties include the banking of cheques and the scanning of all civil enforcement officer pocket books used during on street enforcement.
(5) Automated Payment Services - which facilitates web and telephone payments and On Line Credit Card Authorisations through the Council's Joint Services centres.
Other parking services contracts include:
PAY & DISPLAY – At the moment two separate contracts are currently covering the provision, maintenance, repairs, and spare parts for Lambeth's stock of Metric and Parkeon pay and display machines. Our current pay and display suppliers are also able to provide revenue information, alerts, alarms, maintenance and tariff downloads for these machines.
CCTV – The Council has contracts in place for the maintenance of its parking cameras and other equipment used for parking and traffic contraventions enforcement throughout the borough. The Council currently operates a suite of 39 CCTV cameras, a CCTV digital recording system plus 13 moveable ANPR cameras which are leased.
Lambeth invites all interested parties to comment on our current Lot (packaging strategy), and make suggestions in their responses which would indicate what sort of Lots you might be interested in tendering for, as well as recommend how Lots should be grouped/packaged.
Lambeth also intends to include as part of the anticipated competitive tender the following:
— A range of on street parking enforcement and traffic management activities to help deliver cleaner streets, and greener neighbourhoods across the borough.
This will take place under the terms of the Traffic Management Act 2004 and any other applicable road traffic legislation. Contractors will be expected to deliver parking services through civil enforcement officers, CCTV operatives, and a car pound, manage the suspension of parking bays and other services and or administrative duties.
— The maintenance including supply and installation of Pay and Display Machines as well as the secure cash collection from pay and display machines and any associated IT provisions.
— Print and fulfilment, including mail/in out processing, scanning, archiving and indexing.
— Maintenance of on street CCTV cameras, the maintenance of the CCTV digital system provided by Zengrab and the provision and maintenance of mobile on street ANPR cameras.
It should be noted that the Council is considering which Services may be included in any proposed Contract and the above list should not be considered as exhaustive. The Council reserves the right to include additional services including without limitation debt collection and pay by phone services (when the Council's existing contracts for the provision of such services expire) and other complementary parking technology in any proposed contract.
The Council reserves the right to hold a bidder event/briefing day. Any bidder event day held will be used to establish any opportunities there may be to improve delivery and/or reduce costs, to test the Council's proposed requirements and commercial strategy, ito ascertain whether alternative sourcing arrangements would offer better value for money and, if so, how to proceed in the most effective way, and also achieve an understanding of key supplier concerns. Lambeth will use all information provided to inform its business case.
The Council anticipates the commencement of any tendering process(es) in September 2014 and expects any awarded contracts to be in place by August 2015. The length of the proposed contract(s) is for an initial period of 5 years with an option to extend for up to a further 5 years.
