II.1.4)Short description of the contract or purchase(s):
The European Investment Bank (EIB) is organising an open procedure in order to select a value engineering controller (VEC) to assist the EIB and its engaged project manager PMT (Project Management Team) to manage the BTF project during the design and construction of a new administrative building in Luxembourg of which the EIB shall be the principal and owner.

The new building will house 1 500 workstations and will have an estimated gross area of 74 500 m2.

The VEC shall be responsible for the value engineering concept carried out by the Integrated Design and Project Team (IDPT) and shall ensure that IDPT will implement a design aimed at obtaining the best ratio in terms of satisfaction of needs to direct and overall life-cycle costs. The objective of the VEC mission, as detailed in the ToRs, entails ensuring that the IDPT develops and takes a value engineering approach, controlling the results and preparing a second opinion, proposing alternative solutions through re-engineering.
