Die Kommunale Nährstoffrückgewinnung Niedersachsen GmbH (KNRN) ist ein kommunales Unternehmen. Gesellschafter der KNRN sind ausschließlich kommunale Einrichtungen und Unternehmen. Gegenstand des Unternehmens ist die Verwertung von Klärschlämmen sowie Planung, Finanzierung, Bau, Betrieb und Unterhaltung der dafür notwendigen Einrichtungen. Insbesondere ist zur thermischen Behandlung der Klärschlämme der Bau einer Monoklärschlammverbrennungsanlage (MKVA) am Standort Hildesheim geplant. Gesellschafter der KNRN sind folgende Abwasserbetriebe:

Die KNRN übernimmt mittels Rahmenverträgen bis zur vollständigen Inbetriebnahme der MKVA die temporäre Entsorgung des bei den Gesellschaftern anfallenden Klärschlamms, sofern diese einen Bedarf für eine Entsorgung ihres Klärschlamms bereits vor diesem Zeitpunkt haben. Die Gesellschafter der KNRN können einen Rahmenvertrag im vorgenannten Sinne zu jedem Zeitpunkt abschließen, der vor dem Zeitpunkt der vollständigen Inbetriebnahme der MKVA der KNRN liegt.

Gegenstand des vorliegenden Auftrags ist die umfassende Erfüllung ihrer mit den Rahmenverträgen eingegangenen Verpflichtungen und Wahrnehmung ihrer Rechte auf Grundlage eines Stoffstrommanagementvertrags.
