Поръчката се обявява във връзка с Директива (ЕО) 72/2009 за осъществяване на процеса по смяна на доставчик на електрическа енергия. Закон за енергетиката ЗЕ/17.7.2013 г. и решение на ДКЕВР от 28.6.2013 г. за доставка на електрическа енергия за свободния пазар.

Чрез поръчката се цели понижаване на разходите за електроенергия на възложителя.
