The Ministry of Environment and Physical Planning of North Macedonia (MoEPP), City of Skopje and Public Enterprise Vodovod i Kanalizacija Skopje (“ViK”), Skopje, North MACEDONIA a municipal company in the City of Skopje, have applied for loans from the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) to finance the design and construction of the new Wastewater Treatment Plant for the City of Skopje.

The proposed project, which has an estimated value of up to 136 000 000 EUR, will require the procurement of the following works and services:

Works: design and construction of Skopje Wastewater Treatment Plant

The works will be implemented under the FIDIC conditions of contract for plant and design-build, First Edition 1999 (Yellow Book) and will entail the design and construction of Phase 1 (2030) of a wastewater treatment plant for the City of Skopje. The WWTP shall be an activated sludge plant comprising primary and secondary treatment for the removal of carbonaceous pollution and sized to cater for the needs of up to 650 000 p.e. The design of the plant shall foresee, but not include, future upgrading to include tertiary treatment for nutrient removal, object of Phase 2 (2045). The plant will include facilities for the treatment of generated sludge comprising thickening, digestion, drying and incineration on-site. The treatment process shall further accommodate odour control and energy optimisation. The works shall also include: connections to the trunk sewer system, including an inverted syphon beneath the River Vardar, flood protection works to the site, electrical works including substations, connections to the grid and back up generation facilities, and training of the Employer’s staff in the operation and maintenance of the facilities.

Services: supervision of the works contract for the design and construction of Skopje Wastewater Treatment Plant

The services shall entail provision of assistance to the employer — PUC “Vodovod i Kanalizacija” — in administration and supervision of the works contract for the design and construction of the Wastewater Treatment Plant for the City of Skopje. The services shall include the provision of the role of the engineer, in accordance with the FIDIC Yellow Book conditions of contract, as well as provision of site supervision services in accordance with applicable construction legislation of the Republic of North Macedonia.

The period of implementation of the works and service contracts is expected to commence in Q1 2021 with a duration, including defects notification period, of 60 months.

The procurement of both the works and service contracts shall follow a restricted procedure.

The expected timing of contract notices is June 2019.

Contracts are subject to the EIB Procurement Policies and rules as specified in the most recent version of the “Guide to Procurement for projects financed by the EIB”, as published on the website of the Bank(1) and will be open to firms from any country.
