Candidates applying as a consortium or joint venture must provide full details of each member of the consortium and confirm that the grouping is a legal venture with joint and several liabilities. Each member will be jointly and severally responsible for the performance of the contract. In the case of a consortium bid a lead contractor will be required to represent the consortium.

The Contracting Authority utilise financial assessment techniques in line with Cabinet Office ‘Supplier financial appraisal guidance’ document issued in 2001 and updated in April 2008.

Objective criteria for choosing the limited number of candidates: The scored questions in Section J1 are scored on a scale of 0 - 5, as per the assessment criteria outlined in Section J1.
Scored questions in Section J1 will be assessed by the evaluation team, who will agree on a single moderated score for each question. Scored questions will carry a weighting, as indicated in each question.
The formula used to calculate the weighted scores for each scored question is the moderated score (between 0 and 5), divided by 5 and multiplied by the weighting factor shown.
Weighted scores will be combined to give an overall score for each submission.
Overall scores will be used to rank Candidates who have passed all pass/fail questions, with the top 5 scoring Candidates being invited to tender, subject to a Candidate also scoring at least 60 % overall in section J1 in order to be invited to tender.
