The European Parliament's administrative departments manage several pension schemes for former MEPs and their entitled dependants. The definition of the pension schemes in this invitation to tender was formalised via annexes to the rules governing the payment of expenses and allowances to MEPs (hereinafter PEAM).
The PEAM had been adopted by the Bureau of the European Parliament provisionally, pending the introduction of a 'European' statute for MEPs (hereinafter statute).
This statute entered into force on 14.7.2009. As a general rule, the effect of this was that PEAM provisions were repealed, while the rights acquired by deferred pensioners and pensioners under these schemes as at 13.7.2009 were nevertheless guaranteed.
These 4 schemes are described separately in the annex to this document. They concern:
1. the retirement pension scheme applicable to former French MEPs;
2. the retirement pension scheme applicable to former Italian MEPs;
3. the supplementary pension scheme (voluntary);
4. the invalidity and survivor's pension scheme.

The European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract. The European Parliament may give notice of this requirement at any time during the contract award procedure but, in any event, before the contract is signed.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: the economic and financial capacity will be assessed on the information contained in the following documents, to be supplied by tenderers:
— proof of professional risk insurance cover or appropriate bank references,
— financial statements (balance sheets, profit and loss accounts and any other related financial information) covering at most the past 3 financial years for which accounts have been closed, together with the report from auditors or company auditors, inasmuch as said report is obligatory under national law,
— statement as to overall turnover and turnover for services related to the field covered by the contract, realised during a period covering at most the past 2 financial years; the turnover must not be less than 200 000 EUR per lot, per year.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
for this contract, the European Parliament requires tenderers to have the following technical and professional capacities:
— the company is authorised to perform the required services in the European Union,
— team of experts in the actuarial field comprising at least 3 people with at least 2 years' proven experience in the field of actuarial evaluation of pension systems,
— experience proven by professional qualifications of the persons responsible for providing the service,
— the final report and the provisional estimate as well as any correspondence relating thereto must be in French or English, and the staff assigned must be proficient in at least 1 of these 2 languages.
Economic operators' technical and professional capacity shall be proven by the following documents:
— information on the academic and professional qualifications held by the service provider or the contractor and/or the company's managerial staff and, in particular, by the person(s) responsible for providing the service or carrying out the work, as well as details of their language knowledge,
— list of the principal services for providing actuarial studies carried out over the past 3 years, with details of their values, dates and the public or private recipients thereof. Where the recipient of said services was an EU institution department, economic operators shall provide proof thereof in the form of certificates issued or countersigned by the appropriate body,
— description of the technical equipment or computer applications for performing the contract,
— information on technicians or technical bodies, whether or not belonging to the company, and particularly those responsible for quality control,
— statement as to the service provider's or contractor's average annual manpower and the number of managerial staff over the past 3 years.
