The Service consists of the provision of a Temporary Recruitment Agency Service for traditional Building Trades to provide in-house Building Maintenance Services with support at peak times where the requirement is surplus to in-house capacity. The trades people required may include Plumbers, Electricians, Joiners, Bricklayer, Plasterer, Gas Heating Engineer, Mechanics, Scaffolders, Glaziers, Blacksmiths, Painters, Labourers, Tilers, Slaters, Floor-layers, Stores Assistants and Drivers. However, other specialist trades people may also be required. No guarantees on the anticipated level of business are given by any of the participating Councils.

The council is taking this opportunity to consult with the market place with regards to the key aspects of the forthcoming Invitation to Tender. There is no questionnaire, but anyone wishing to make comment that would be useful in redefining our reqirements and specification are encouraged to do so by emailing procurement@east-ayrshire.gov.uk or by lodging any queries/comments/suggestions on the PCS advertising portal prior to the deadline of 24.7.July 2014. Contributions will be taken into consideration at the ITT stage of the process.
Proposed Key Aspects
1. Framework Agreement with 8 Participating Councils.
2. Single Lot but with the opportunity to provide rates for each Council.
3. Ranked Framework with between 5-8 companies on each Council List.
4. Companies can bid for any number of Councils.
5. Pricing Mechanism to be on a flat 'Commission Rate Per Hour' per Council.
6. Price/Quality Inclusion Criteria (55 %/45 %).
7. 'Open' Community Benefits may be proposed by bidders, but not considered as Inclusion Criteria.
8. No Post-Tender Negotiations on Price (Best and Final Offers required).
9. Whilst there is no guarantee of spend, the participating Councils are committed to sourcing from the Framework where they have a matching requirement.
10. Each Council shall be responsible for setting the salary/wage of each requirement.
11. Successful Service Providers may decline a Commission without penalty.
12. Payment to be monthly in arrears.
13. Framework Term 2+1+1 years.
14. Our intention is to use PCS-Tender for the e-Tender.
15. Possible capture of 'finder fees' where a Council takes an Agency Worker on in a permanent basis, Rates for (say) within
6, 12 and 24 weeks of commencement of temporary hire. No 'finder fee' would be payable after 24 weeks of hire.
