N2: Im Zuge der Trassenfindung haben sich, zu den bereits neun beauftratgten Varianten, weitere 6 ernstzunehmende Varianten ergeben, die zur Gewährleistung einer wiederspruchsfreien und sicheren Analye zu betrachten sind. Die Vergleichbarkeit der zu untersuchenden Varianten ist bei 2 unterschiedlichen Auftragnehmern nicht gewährleistet. Es entstehen erhebliche Verzögerungen im Leistungsablauf bei besonderen zeitlichen Zwängen und zusätzlich führt der Wechsel des AN zu Verzögerungen in den nächsten Planungsphasen.
