Places for People — Project Synergy
Places for People are seeking to appoint suppliers for 6 lots to deliver a variety of software solutions to be utilised across the property management companies of Places for People.
Suppliers will need to be able to provide the services defined within the lots. This procurement is being undertaken by Places for People as the contracting authority as part of the synergy project for a shared service across its property management companies.
Core Property Management
Core property management functions and principal asset register. Including (but not limited to) the management of housing applications, lettings and marketing, tenancies and leases, empty homes (voids), customer rental and service charge accounts, arrears escalation and recovery, property lifecycle (acquisition, portfolio management and disposal). Supporting elements of case management associated with the above. The administration of cyclical, minor and major asset investment programmes, statutory compliance, stock condition and the handling of responsive repair requests.
Extension period of 2 x 12 months will be allowed from date of expiry of 60 months.
Customer/Party Relationship Management (CRM/PRM). Fulfilling the relationship/contact management functions of any external party; e.g. client, agent, contractor or customer via customer service centres. Principal location for end-to-end case management associated with customer and party-facing services.

Description of renewals: Extension period of 2 x 12 months will be allowed from date of expiry of 60 months.
Planning and resource management for field-based operatives. Managing elements of maintenance cases, tasks and time slots for mobile workers. Optimising resource usage via the application of rules and skill sets on a dynamic, real-time basis.
Calculation of leaseholder/tenant service charge liability and subsequent payment plans.
Client Account Management
Third-party property portfolio management. Calculating and agreeing the annual property/ portfolio budget with client. Setting customer payment arrangements in order to collect payments on behalf of the client. Ensuring client accounts are sufficiently funded and coded by expenditure type to allow property expenditure to be completed. Reconcile un-cleared liabilities and clearing accounts to ensure funds are available to meet future client liabilities and identify any discrepancies.
Managing the quote management process from one or many suppliers, through to acquiring of services/goods.

On 31 August 2018 PfP advertised in the Official Journal of the European Union (reference 2018/S 169-384821) inviting prospective suppliers to submit proposals for the property management solution broken down into a number of lots.
