The tender will aim at setting up an evaluation support services team (ESST) to provide technical and administrative support to DG International Cooperation and Development task managers at HQ and EU Delegations for the planning, management and dissemination/uptake of evaluations of external assistance programmes.
The ESST will be managed by the Evaluation Unit of DG International Cooperation and Development.

This is a prior information notice published to inform interested parties of the upcoming launch of the tender procedure. All current available information regarding the contract is contained in this notice and interested parties should not contact the contracting authority for more information. Full details of the contract and how to apply will be published in the contract notice and tender dossier shortly.
All tenderers must commit not to be involved in any evaluation exercise for DG International Cooperation and Development over the duration of the contract if they win the contract.
The estimated date of the contract notice is 15.7.2015. The estimated deadline for submission of offer will be 10.9.2015.
The ESST scope is still to be precisely defined but should mainly cover 4 areas:
1. methodological support to evaluative activities: support the DG International Cooperation and Development task managers (HQ and Delegations) in their evaluative activities through a helpdesk and a quality assurance system;
2. management of evaluation correspondent network: support in moderating the C4D platform ‘Evaluation network’ and in facilitating access to information;
3. support to the overall coordination of evaluation activities: support to the gathering of evaluation-related data from the different information and reporting systems and in their analysis;
4. contribution to knowledge sharing from evaluations: support the use of evaluation-generated knowledge.
Participation in this tender procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties (28 EU Member States) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement, namely Albania, Chile, Colombia, the former Yugoslav Republic of Macedonia, Honduras, Iceland, Iraq, Liechtenstein, Mexico, Montenegro, Nicaragua, Norway, Panama, Peru and Serbia.
