DSB operates a 1 668 km network of railways across Denmark. Approximately 640 km of the rail network is currently electrified; however, the Danish State has initiated ‘the Electrification Programme’ to extend 25kV AC electrification across the Danish rail network.
DSB's traffic planning analysis has determined that procurement of a significant number of new electric passenger trains will be necessary in order to service the Danish rail network upon electrification. The new rolling stock will be required to serve regional, fast and high-speed operational services. Associated with the supply of new rolling stock, DSB anticipates that the procurement will also encompass spare parts provision, some level of on-going maintenance and asset management of the new rolling stock.
Prior to the tendering process, DSB is conducting a market investigation in order to inform the future procurement and specification of the new electric passenger trains. A crucial part of the market investigation is this Request for Information (‘RFI’), which is aimed at suppliers of new electric passenger trains. It is the anticipation of DSB, that this RFI will give DSB relevant information relating to products, services and capabilities available in the rolling stock market, as well as the suppliers' views on the technical, commercial and procurement approaches to be taken by DSB.
The RFI process consists of the following 2 stages:
— The RFI Questionnaire — which suppliers are invited to respond to as exhaustively as possible; and
— RFI Workshops — where DSB will engage in 1-on-1 discussions with respondents to the RFI Questionnaire in order to gain an even better understanding of the responses given in the RFI Questionnaire. DSB anticipates that the workshops will take place at an agreed location in Europe, preferably at the supplier's premises, or alternatively at DSB's offices in Copenhagen, or at another European location to be agreed upon between the parties.
DSB invites suppliers of new electric passenger trains to register to participate in the RFI by responding to this Notice in accordance with the procedure described below.
DSB will issue an electronic data-pack to registered participants. The data-pack will include further details of the RFI process, the RFI Questionnaire and background information on DSB's new electric passenger train programme.
DSB recognizes that participants in the RFI need to be assured that all shared data will be kept confidential. Accordingly, the data-pack includes a Declaration on Confidentiality signed by DSB and issued to each participating supplier respectively, whereby DSB commits to keep the information shared by the supplier in the RFI process confidential.

Kindly note, that DSB respectfully reserves the right to limit participation in the RFI and late registrations may not be progressed. Furthermore, whilst DSB anticipates offering workshops to all suppliers who give genuine RFI Questionnaire responses, in the unlikely circumstance that DSB receives significantly more responses than expected, then DSB respectfully reserves the right to limit participation in the RFI Workshops at its own discretion, taking account of factors including but not limited to the quality and applicability of the responses received. (a) DSB understands that some rolling stock supplying organizations have a number of trading entities and thus that this Notice may be responded to by more than one legal entity within the same group. In order to avoid the duplication of effort by both DSB and the participants, where DSB becomes aware that more than one entity with the same group are registered to participate, DSB will invite the group to nominate a lead company as the point of contact for this RFI process.
(b) DSB encourages bona fide suppliers of rolling stock to participate in the RFI. DSB does not intend to include organizations that are not rolling stock suppliers in this process, and DSB may request respondents to provide evidence of their rolling stock manufacturing capabilities if appropriate.
(c) Although DSB encourages suppliers to participate in both stages of the RFI, DSB notes that the registration does not imply an obligation to fill out the RFI Questionnaire or to take part in the RFI Workshops.
(d) For the sake of good order, please note that the RFI process is being undertaken on a without prejudice basis with no obligations placed on either DSB or any registered supplier. By conducting the RFI process, DSB does not commit itself to any subsequent tender process. Moreover, any decision by the suppliers not to participate in the RFI will not affect the supplier's eligibility to participate fully in any subsequent tender.
