The contractor will be required to carry out the following tasks:
Task A — support to the work of the platform
Compilation of relevant documents and good practices:
The contractor will assist the members of the platform to identify and collect examples of good practices of reduction and/or avoidance of conflicts and experiences of situations in which people successfully coexist with large carnivores.
Assistance with the communication plan of the platform:
The contractor will assist the Commission and the members of the platform to elaborate a draft communication plan for the platform, to be transmitted through the network of the membership on the umbrella stakeholder groups who make up the platform.
The contractor will draft and prepare the lay-out for a 4-page flyer containing up-to-date information on the platform, in all official EU languages apart from Maltese and Irish. The flyers will be printed by the European Commission.
Task B — the resource centre of the platform
The resource centre of the platform is a Web-based resource centre which does not duplicate other available resources but will provide links to those in addition to storing unique information, or information not elsewhere available digitally (subject to copyright restrictions).
The contractor will update and subsequently maintain the website, exclusively using the technologies under which the site is developed (only static HTML pages), on large carnivores developed as part of the nature web pages of DG ENV.
Frequently asked questions (FAQ) service:
The contractor will maintain a FAQ section on the website for questions concerning best practice and advice on human–large carnivore conflicts.
Regular e-mail circular:
The contractor will draft a monthly e-mail bulletin to the members of the platform with news on recent developments of the internal work of the platform, and requests for information and input from the members of the platform. Elements from this circular may also be posted on the bi-monthly updates of the website. The issues of the bulletin will be circulated by DG Environment to the members of the platform.
Task C — meetings
Annual meetings:
1 annual meeting of 1 day of the platform will serve 2 purposes: 1) stock-taking on the progress made on the thematic tasks and inviting feedback from members; and 2) opportunities for networking between the platform members. The contractor will have to prepare the invitee list, the agenda, meeting documents and provide experts experienced in facilitating discussion on human–large carnivore conflicts, and prepare the minutes.
Workshops:
The platform will decide on maximum 2 thematic/regional workshops which should be organised in the Member States. The contractor will provide assistance to both the Commission and the members of the platform for these workshops on similar terms as for the annual meeting, i.e. draft agenda, meeting documents and provide experts to facilitate discussions.
The Commission will provide the venue for the annual meeting in Brussels. The venues for the workshops will be decided by the members of the platform and the cost of these venues, if any, will be borne by the members of the platform. There are no expenses for travel or catering at these meetings to be covered from this contract.

In line with Article 134.1(f) of the rules of application to the Financial Regulation No 966/2012 of 25.10.2012, during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.

These tender specifications may be complemented by an addendum/corrigendum or 'Questions & answers'.
