Crown Commercial Service (CCS) is setting up a dynamic purchasing system (DPS) for a period of 48 months and is inviting bidders to request to participate in the digital inclusion and support DPS. This DPS will provide central government and wider public sector departments the opportunity to find and procure a range of services relating to:

1) Providing support to anyone who cannot access government’s digital services independently, so that with assistance they can find helpful information and complete transactions for those services (Assisted Digital);

2) Support users to gain the basic digital skills so that they can access government’s digital services independently and go online to make the most of the internet (Digital Inclusion). The 4 distinct elements of the DPS service filters are subject area, delivery method (support type), geographical location and disclosure and barring service (DBS) check.

II.2.4)Description of the procurement:

We want to design and deliver a dynamic purchasing system that will facilitate commissioning of assisted digital and digital inclusion services that:

— gives freedom and flexibility to service owners such as government bodies and local authorities to define their requirements as outcomes that meet their assisted digital and/or digital inclusion users’ needs,

— creates a competitive commercial environment in which all service providers have an equal opportunity to thrive,

— places the right value on service providers’ capabilities and remunerates them accordingly,

— supports and encourages innovation and continuous improvement in service delivery,

— supports and encourages strong collaboration across all sectors:

Central and local government

Wider public sector organisations

Private sector organisations (whether large, SME or micro suppliers)

VCSE sector organisations

Early thinking is that the services will be broken down into areas relating to support, design and delivery of services relating to Assisted digital and/or digital inclusion users’ needs. It is intended to replace some of the elements available under a previous commercial agreement RM 3765 – digital training and support framework .(

Crown Commercial Service invites suggestions and feedback on the proposed structure of the dynamic purchasing system from the market including industry experts, specialists and suppliers.

The cyber essentials scheme is mandatory for central government contracts which involve handling personal information and providing certain ICT products and services. The government is taking steps to further reduce the levels of cyber security risk in its supply chain through the cyber essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.

If we decide in the future to publish an OJEU, please note that to participate in this procurement, bidders will be required to demonstrate that they are cyber essentials certified for the services under and in connection with the procurement.

Furthermore, it may be required for the services under and in connection with the procurement to also demonstrate knowledge and application of the essential digital skills framework (essential digital skills for life and work), and a willingness on request to provide staff resource that has been vetted under the disclosure and barring service (DBS check).

If you are successfully appointed to the DPS following your submission you will be invited by customers (buyers) to submit tenders for relevant services through a call for competition. This DPS remains open for any supplier to request to participate throughout its 48 month duration. CCS reserves the right to reduce, extend or terminate the DPS period at any time during its lifetime in accordance with the terms set out in the DPS Agreement.
