This Prior Information Notice announces an open market consultation and provides information at an early stage on the expected starting date and purchase volume for a pre-commercial procurement (PCP).

II.4)Short description of nature and quantity or value of supplies or services:
The aim of this procurement is to trigger new solutions to be developed and tested to address the following common challenges faced by the beneficiary administrations:
1) Realization of an information system for the local PA as a whole, resulting from a new modeling of organizational processes, based on:
— low-cost and highly automated solutions;
— dematerialization of document flows;
— introduction of effective workflow tools and business processes;
— Introduction of a semantic level that facilitates document organization and intelligent access to information from citizens and businesses, including the full traceability of their instances to the administrations which are part of the network;
— Cloud technologies for the local PA front-office and back-office.
Testing of a limited set of products/services is expected to take place in the Municipality of Martina Franca (TA).
2) Creating an innovative system that allows PAs to:
— Rationalize IT Enhancements and Data management through the outsourcing of infrastructures and applications with innovative and reliable cloud solutions;
— Improve reliability, security, continuity and speed of the interaction with the services;
— Reduce implementation times and improve the results of administrative procedures;
— Increase the transparency of administrative action;
— Increase citizen participation through e-democracy tools.
Testing of a limited set of products/services is expected to take place in the Provincial Territorial Area of Cosenza (CS) and includes in 15 municipalities in the province of Cosenza and the province of Cosenza.
The results of R&D are not reserved for the exclusive use of the Contracting Authority (Ministry of Education,University and Research and the above listed administrations); the rights on R&D results will be the subject of prior negotiation between the contracting authority, the beneficiary administrations, the suppliers and otherpublic authorities. According to Article 158, paragraph 2, of the Code of Public Contracts (Legislative Decree n. 50 of 18.4.2016), pre-commercial tenders are excluded from the scope of application of the Code, with the exception of thegeneral principles included therein.
The procurement will take the form of a pre-commercial procurement (PCP) under which R&D service contractswill be awarded to a number of R&D providers in parallel in a phased approach. This will make it possible tocompare competing alternative solutions. Each selected operator will be awarded a framework agreement that covers three R&D phases.
After each phase, intermediate evaluations will be carried out to progressively select the best of the competingsolutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the next phase.
The pre-commercial procurement procedure is typically divided into the following three phases:
Phase 1, ‘Solution design’;
Phase 2, ‘Prototyping’;
Phase 3, ‘Original development and validation and testing of a limited set of first products or services’.
The R&D activity is conducted up to the production of a limited quantity of products / services, with the exclusion of large-scale production.
The last phase is awarded to at least two suppliers. The phases will be ruled by a Framework Agreement between the contracting authority and each of the suppliers awarded in Phase 1; for each phase, the contractors may sign a specific contract, subordinated to the Framework Agreement. The Framework Agreement could not be compliant with the definition of Framework Agreement given in Legislative Decree n. 50 of 18.4.2016.
The procurement is expected to start in October 2017, over a period of approx. 24 months. months.

In preparation for this PCP, all interested operators are invited to take part in an open market consultation (regardless of their geographic location, the size or governance structure of their organization).
The open market consultation will be organized in the form of meetings (e.g. live streaming public events), online meetings and Q&A forum.
The open market consultation will provide you with an overview on the procurement objectives, the PCP process and the main clauses of the contract.
