Description of options:

The duration of the contract will be 10 years with the option for the term to be extended at BSO's discretion by a further 5 years in 1 year increments.

Options will be also required for additional interface development and additional data migration.

BSO may exercise an option to implement the epic radiology information system at a still to be determined time during the NIPACS+ contract. This may require additional assistance from the NIPACS+ solution supplier. Further details are in the MoI document (see Section VI.3) for how to access the procurement documents).

Estimated value is 80 000 000 GBP-132 000 000 GBP. This is dependent on options and the higher value in the range may be significantly different from that quoted here. The core functionality of the NIPACS+ solution will include a regional single integrated RIS/PACS/VNA service for HSCNI and the facility to store, distribute, view and diagnose images both within radiology and those which originate outside of the radiology domain in their native format. In addition to the core functionality the NIPACS+ solution should be capable of extension to include the optional functionality/further options as noted at Section II.2.11). Further detail is contained in the memorandum of information available with the procurement documents on eTendersNI. The proposed contract will be entered into by BSO for the NIPACS+ solution to be implemented as a single instance across Northern Ireland for use by those involved in the delivery of care on behalf of HSCNI. HSCNI means health and social care services in Northern Ireland being acute and community services provided by the 5 health trusts, ambulance trust, general practitioner surgeries and clinics, health boards and agencies and central government healthcare services organisations (‘HSCNI’). BSO reserves the right to require groups of economic operators to assume a specific legal form once they have been awarded the contract, to the extent considered necessary for the satisfactory performance of the contract and in particular to ensure that the contracting counter-party has available to it the financial and technical resources as relied upon during the procurement to secure the award of the NIPACS+ solution Contract. BSO will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. The notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful suppliers to challenge the award decision before the contract is entered into. The Public Contract Regulations as amended provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
