SO2896130B — SHSCT TSC(Re-Issue) Framework for Building Maintenance, Minor Works and Community Aids and Adaptions
The Southern Health and Social Care Trust Estates Department (the Client) is seeking to appoint a maximum of 5 Nr contractors for the provision of building maintenance, minor building works and community aids and adaptations. All successful contractors will automatically be appointed to lot 6 (mini competition). This contract may also incorporate mechanical and electrical works, building services, civil engineering, roofing, flooring, building, joinery, window repairs, painting, glazing works and other related specialist works. The contractors shall have resources available to attend any works required 24 hours per day, 365 days per year (including all holidays and weekends). Successful contractors will be allocated to a lot within the boundary of the Southern Health and Social Care Trust.
Contractors will be required to submit a tender for lots 1 to 4, however they will only be awarded one lot. Exceptions to this are:
• Lot 4, which can be won by an contractor who has won one of the lots 1 to 3;
• Lot 5,which can be won by an contractor who has won lot 4 (and has not won any of lots 1 to 3);
• Lot 6, which all successful contractors will be awarded.
Craigavon and Banbridge (including Craigavon Area Hospital)

Framework can be renewed for a further 12 months upon completion of 36 month period subject to mutual agreement in writing between client and contractors for individual lots.
Any economic operators that satisfy: the completeness and compliance checks; the criteria for the rejection of economic operators; the information as to economic and financial standing; and who pass the technical or professional ability evaluation process will be short-listed and invited to submit tenders.

The economic operator’s performance on this contract will be regularly monitored. As part of its contract management procedures, the contracting authority will use the protocol for managing poor supplier performance contained in procurement guidance note PGN 01/12 – contract management principles and procedures: https://www.finance-ni.gov.uk/publications/procurement-guidance-note-0112-contract-management-principles-and-procedures. If an economic operator has received more than one current notice of written warning or a notice of unsatisfactory performance, the contracting authority, at its discretion, can consider an economic operator’s exclusion from future procurements, being undertaken on behalf of bodies covered by the Northern Ireland Public Procurement Policy (NIPP), for a minimum period of 12 months or 3 years respectively. CPD is assisting the contracting authority, the Southern Health and Social Care Trust, in conducting the procurement process for this requirement, but for the avoidance of doubt, the contract will be entered into by the Southern Health and Social Care Trust and the successful tenderers and CPD is not acting as a central purchasing body. The contracting authority expressly reserves the right:
(i) to award one, some, all or no lots;
(ii) not to award any contract/framework agreement as a result of the procurement process commenced by publication of this notice or to cancel the procurement at any stage; and
(iii) to make whatever changes it may see fit to the content and structure of the tendering competition and in no circumstances will the authority be liable for any costs incurred by economic operators or candidates. Any expenditure, work or effort undertaken prior to contract award is accordingly at the sole risk of the economic operator or candidate participating in this procurement process. This project will be used to progress the Government’s wider social, economic and environmental objectives. No business whatsoever is guaranteed under any resulting framework agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc will be paid if a contract or framework agreement is withdrawn for any reason. Economic operators should take part in this process only on the basis that they fully understand and accept this position.
