On 23.5.2019, an early information was published in the Official Journal of the European Union to provide all potential interested economic operators with relevant information of the public procurement of innovative solutions mentioned in the header, to purchase innovative supplies to address the following challenge: the application of the PPI instrument based on an innovative integrated social-health care model in order to develop efficient solutions for addressing the needs of the aging population who loses autonomy, while increasing and improving the competitiveness of companies and innovative entities with the mobilisation of the regional ecosystems of innovation.

This PIN provides updated information about the expected starting date of PROCURA PPI and about the OMC that is organized in preparation of this procurement (more information provided in Section II.2.4).

The purchase process will take place in Castilla y León, while the demonstration stage for testing and validating the functional prototypes will be implemented in 3- different territories -ES,PT,FR.

II.2.4)Description of the procurement:

This procedure is a public procurement of innovative solutions (PPI). 'Public procurement of innovative solutions (PPI)' means procurement where Contracting Authorities act as a launch customer of innovative goods or services which are not yet available on a commercial basis in the market to cover some specific identified needs, and it includes conformance testing.

The procurement will be divided into lots in order to manage the local needs according to the characteristics of the innovative ICT solutions to be procured for a comprehensive and integrated social and health care management of final users. The members of PROCURA project agree to launch a call for tender to acquire such solutions.

More precisely, Procura aims to find socio-health solutions for active aging and independent living and is looking for ICT solutions enabling to develop a smart walker to approach the user's position and avoid falls through a braking system. Possible integration of sensor technologies capable of offering other optional features. It is important because this solution will allow us to preserve personal autonomy, which is a key challenge in our opinion. The inability of the current walkers to approach the user automatically, makes the person needing the help of an assistant or simply suffer the risk of falls. For example, a person who gets out of bed and has the walker away.

The supply provision model will be based in a centralised purchase process while the demonstration stage for testing and validating the functional prototypes will be implemented in 3 different territories — Castilla y León (Spain), Limoges (France) and Coimbra (Portugal).

The management of the ownership of the Intellectual Property Rights (IPRs) that will be generated in the PPI will be specified in the official tender announcement.

The OMC makes part market analysis the Contracting Authorities are performing. Its main objectives are:

— to inform about the tender process, in order to achieve the widest participation of interested parties,

— to provide an overview on the procurement objectives,

— to learn about quality and technical characteristics of the proposed solutions on the market,

— to allow interested parties to provide comments and suggestions considered useful for the Contracting Authority in preparation of the tender.

This OMC is expected to be opened by June 14th and will be held at least in English. All interested operators are invited to take part in an open market consultation (OMC) (regardless of their geographic location, the size or governance structure of their organization).

The OMC will consists of:

— a questionnaire made available 60 days after its publication at http://www.procura-project.com (expected by June 14th),

— meetings could be carried out individually with each respondents to the questionnaires during the second half of August 2019, either face-to-face (in Castilla León, Limoges and Coimbra) or by videoconference/phone.

All communication (before, during and after the procurement) will be at least in English.

Interesting because this solution will allow the user to preserve personal autonomy, which in our opinion is a key challenge.

The inability to go to the toilet autonomously causes serious problems of intestinal transit in many elderly or physically disabled, in addition to the issue of preserving privacy.
