Emergency Accommodation Construction Framework
This Gloucester City Council framework is for the acquisition, design, construction, adaptation, and conversion of emergency accommodation. The framework may also be used by eligible Contracting Authorities included with the tender documents.
House builders and associated contractors may be called upon for design and build projects; construction only where the design is provided; and/or associated works and related activities to design, maintain, repair or facilitate and manage construction. Consultants may be engaged for acquisition, design, planning and management.
Emergency homebuilding means providing secure, well designed accommodation for displaced residents, such as individuals and families with dependency needs. This may entail detailed safety requirements, as well as awareness and management of the local community and environment.
Projects Less Than 1 000 000 GBP
Eligible Contracting Authorities are throughout the entire UK. However, it is not mandatory for suppliers to cover the whole region. Terms detailed in contract documents.
Lots are divided according to the value of projects. This is to engage with the best suppliers for each size of development, utilising SMEs where this provides the best quality and value for money.
This framework for Glouceseter City Council may also be used by other eligible Contracting Authorities listed in the tender documents. It is not mandatory to cover the whole UK region, and there is a process of award and opting to participate set out in the Framework Agreement.
The types of projects covered by this Framework could include residential development and housing; emergency accommodation for displaced families and individuals; acquisition and development of sites for temporary and permanent types of accommodation; full turnkey solution projects; ad-hoc consultancy and management services; conversion of existing buildings inline with regulatory compliance to suit the needs of local authorities and other housing development projects.
Any organisation, or consortium, can apply to be a supplier if they can deliver comprehensive works as detailed in the tender description. Here is a broad over:

Once the spending limit is reached or the contract duration expires this framework may be re-opened and renewed.

Section III: Legal, economic, financial and technical information
Appointment to the framework is pass or fail, based on suppliers meeting the relevant criteria. This includes completeness of the provided pricing schedule, as well as minimum standards of health and safety (such as registration on an SSIP scheme), self-certification the supplier is a going concern, and satisfies the requirements regarding mandatory or discretionary exclusion. This establishes a minimum standard for appointment to the framework, whilst there may be a competitive quality and price weighting on a per job basis.
A pro forma copy of the framework contract is included with the tender documents. This outlines the conditions of performance, including KPIS, standards of workmanship and how the call-off process will work.
Section IV: Procedure
Tenders will be evaluated at Mi Concepts premises, using the online software provided for tender bids. Permitted users have a secure login.
At the submission deadline for the tender the suppliers submission will be locked, and turned to a file download for records and evaluation purposes. All conditions of confidentiality are included in the tender documents also. Tenders will be evaluated in accordance with the conditions laid out in the tender documents, by representatives of Mi Concepts.
