The Ministry of Taxation has established an Implementation Center for Customs (ICT). The primary task of ICT is to initiate to comply with the EU “Union Customs Code” (“UCC”), thus to conduct the modernisation and digitisation of the customs area. Among other purposes this process has been in this connection ICT intends to conduct a market dialogue on general and strategic topics related to the modernisation and digitisation of the customs area.

The purpose of the market dialogue is described in section II.2.4) below and in the “Market Dialogue Document”, which can found on the address provided in section I.3).

To participate in the market dialogue economic operators are required to submit a response to the questionnaire in Appendix 1 to the market dialogue document.

The response to the questionnaire should be in English and should be submitted to the address provided in section I.1) no later than the 13.6.2017

The procedure for participating is described in section VI.3.

The purpose of the market dialogue is to support ICT in the preparation of an overall tender strategy for the acquisition needs of ICT, i.e. related to the modernisation and digitisation of the customs area in Denmark. Following this market dialogue ICT might initiate other specific market dialogues based on the publication of new prior information notices if deemed necessary for ICT to prepare acquisition specific tender strategies. Finally, ICT will initiate relevant tender procedures to support the Ministry of Taxation's strategy of modernising and digitising the customs area. The object of the market dialog is described in more detail in the market dialog document, which can found at the address provided in section I.3.).

The tender is expected to cover the acquisition of a declaration management platform, including additional development, configuration and customisation to meet the requirements in the UCC and, from a Danish customs perspective, to have a fully functional and legal solution covering import functionality. In addition, the acquisition of the declaration management platform, is expected to include core functionality for export and transit, but without additional development, configuration and customisation services.

Furthermore, the tender is expected to cover the acquisition of an integration platform with additional development, configuration and customization to be able to support the needed functionality for full import functionality.

In addition, the tender is expected to cover operations, maintenance and support services for both the declaration management platform and the integration platform.

After completing the market dialog The Ministry of Taxation will draw up a report in which the proceeding of the dialogue will be summarized. The report will be published on the website referred to in section I.3).

The market dialogue was announced via prior information notice 2017/S 101-201329 published on 27.5.2017. The market dialogue was completed in July 2017.
