Section II: Object of the call for expressions of interest
II.1)Title attributed to the call for expressions of interest:
Call for expressions of interest with a view to compiling a list of experts to support EFCA activities in relation to capacity building and coastguard-related functions.

Main site or location of works, place of delivery or of performance: The tasks will be carried out at the premises designated by the EFCA and agreed by the expert. Where appropriate, tasks may be carried out remotely using electronic communication tools. Where necessary, further details will be specified according to the tasks and circumstances.

II.3)Description of the field or fields covered by the call for expressions of interest:
Through the establishment of a list of external experts, EFCA aims to cover its needs for expertise that may arise in the framework of its capacity-building activities and cooperation on coast guard functions (CGF)* at EU level. This CEI concerns the specific fields as listed below:
1. Field No 1: coast guard functions governance expert:
a) required area of expertise:
CGF governance expertise at national and/or EU level;
b) specific field requirements (point e of selection criteria under IV.3):
• practical CGF experience at national and/or EU level for at least 5 years,
• experience in drafting and/or contributing to the development of guidelines for 1 or several CGF.
2. Field No 2: coast guard functions operational expert:
a) required area of expertise:
CGF operational expertise at national and/or EU level, including in particular maritime coordination centres, joint multipurpose operations, operational coordination, vessel inspection and maritime operational surface picture;
b) specific field requirements (point e of selection criteria under IV.3):
• practical CGF experience at national and/or EU level for at least 5 years,
• experience in CGF-related projects.
3. Field No 3: fisheries control and inspection (traceability, marketing, transport) expert:
a) required area of expertise:
fisheries control and inspection, including in particular expertise in traceability, marketing and transport of fisheries products;
b) specific field requirements (point e of selection criteria under IV.3):
• practical fisheries control and inspection experience for at least 5 years and training experience for at least 3 years,
• proven proficiency level (at least C1) in French and/or Portuguese.
4. Field No 4: fight against illegal, unreported, unregulated (IUU) fishing expert:
a) required area of expertise:
legislation related to the fight against illegal, unreported, unregulated (IUU) fishing including in particular verifications carried out in the framework of catch certification schemes adopted at EU and/or regional fisheries management organisations (RFMOs) level;
b) specific field requirements (point e of selection criteria under IV.3):
• practical experience for at least 5 years on IUU legislation and training experience for at least 3 years,
• proven proficiency level (at least C1) in French and/or Portuguese.
5. Field No 5: fisheries monitoring, control and surveillance (MCS) systems expert:
a) required area of expertise:
acquisition, deployment and exploitation of fisheries MCS systems, including platforms (fixed and mobile), sensors (radar, cameras, underground), system integration, testing and evaluation;
b) specific field requirements (point e of selection criteria under IV.3):
• practical experience in the area of acquisition, deployment and exploitation of MCS systems for at least 5 years and training experience for at least 3 years,
• experience as fisheries monitoring centre (FMC) operator,
• proven proficiency level (at least C1) in French and/or Portuguese.
6. Field No 6: legal/enforcement expert:
a) required area of expertise:
law enforcement;
b) specific field requirements (point e of selection criteria under IV.3):
• at least bachelor level of law degree and practical experience for at least 5 years with law enforcement,
• knowledge of capacity building and fisheries MCS basic concepts,
• proven proficiency level (at least C1) in French and/or Portuguese.
7. Field No 7: analysis techniques and risk management expert:
a) required area of expertise:
analysis techniques and risk management;
b) specific field requirements (point e of selection criteria under IV.3):
• practical experience for at least 5 years in risk management in relation to 1 or several CGF,
• proven experience in providing guidance to public authorities on the development of methodological standards on risk management, including the organisation of training session(s),
• knowledge of capacity building and fisheries MCS basic concepts.
8. Field No 8: European/sectoral qualifications framework expert:
a) required area of expertise:
European/sectoral qualifications framework for lifelong learning in relation to the Recommendation of the European Parliament and of the Council of 23.4.2008 on the establishment of the European Qualifications Framework for lifelong learning (2008/C111/01);
b) specific field requirements (point e of selection criteria under IV.3):
• university degree in education/pedagogy/training and at least 5 years' experience in the required area of expertise,
• experience in the preparation, development, implementation and follow-up of a sectoral qualifications framework in relation to 1 or several CGF.
*Note: ‘CGF’ refers to the following functions, according to the European Coast Guard Functions Forum classification:
I. maritime safety, including vessel traffic management;
II. maritime, ship and port security;
III. maritime customs activities;
IV. the prevention and suppression of trafficking and smuggling and connected maritime law enforcement;
V. maritime border control;
VI. maritime monitoring and surveillance;
VII. maritime environmental protection and response;
VIII. maritime search and rescue;
IX. ship casualty and maritime assistance service;
X. maritime accident and disaster response;
XI. fisheries inspection and control; and
XII. activities related to the above CGF.

II.7)Additional information:
The list resulting from this notice will be used exclusively for assignment at a daily fee of 450 EUR and a maximum of 300 working days per expert for the duration of this CEI. In addition, travel and subsistence allowances will be reimbursed according to the standard rules applicable to the EFCA.
The experts chosen within the framework of this call for expressions of interest shall provide technical assistance in EFCA's capacity-building activities in third countries and regional fisheries monitoring organisations (RFMOs) and cooperation on coastguard functions at EU level. The experts are therefore required to have relevant experience, recognised expertise and specialised technical knowledge in 1 or more of the fields listed in II.3.
An indicative list of expected tasks under each field covered by this CEI is provided below:
1. Expected task(s) under field No 1: elaborating outline of guidelines, guidelines, handbooks and/or recommendations with a view to enhancing the exchange of information and cooperation on CGF at EU level to support national authorities carrying out coastguard functions at national and EU level, and where appropriate, at international level.
2. Expected task(s) under field No 2: preparation and support to projects in the field of information sharing, operations, capability development, risk management and crisis response, innovation, education and training in relation to CGF e.g.:
• maritime operation centres (MOCs): development and use of IT applications and data sharing by MOCs, definition of common requirements and training for MOCs' personnel,
• multipurpose operations: definition of criteria for exchange of personnel between MOCs and/or for embarked personnel,
• operational coordination and cooperation: development of methodologies and procedures for sea and aerial operations, tasking and asset allocation, mission assessment and cost evaluation,
• vessel inspection methodology: development of a methodology also providing basic knowledge of the design and internal distribution of different types of vessels,
• maritime operational surface picture: contribution to an EU common recognised maritime operational surface picture possibly shared by the EU agencies and the Member States including: management and classification of tracks, behavioural analysis, target factors, etc.
3. Expected task(s) under field No 3: development of training products and/or the delivery of training in the required area of expertise. Preparation of and reporting on training events (individual or serial occasions), including the preparation of background papers, agendas and minutes.
4. Expected task(s) under field No 4: development of guidance material, training products and/or the delivery of training in the required area of expertise. Preparation of and reporting on training events (individual or serial occasions), including the preparation of background papers, agendas and minutes.
5. Expected task(s) under field No 5: support the planning, acquisition and operative deployment of MCS systems in third countries. Technical assistance for setting up and/or reinforcing fisheries monitoring centres (FMCs).
6. Expected task(s) under field No 6: providing evaluations, studies and support to the alignment of third countries legislations in relation to fisheries MCS (e.g. alignment of national legislations with the FAO Port State Measures Agreement and RFMOs rules).
7. Expected task(s) under field No 7: providing training on analytical skills and methodologies to facilitate high-quality risk management to Member States and/or third countries.
8. Expected task(s) under field No 8: providing evaluations, studies and support to the development of a sectoral qualification framework (SQF) for fisheries inspectorate based in particular on Annex E of the FAO Port State Measures Agreement.
Section III: Legal, economic, financial and technical information
III.1)Legal form to be taken by the grouping of suppliers, contractors or service providers to whom a contract might be awarded:
Natural persons are invited to submit an expression of interest in accordance with the rules set out in this notice. EFCA will draw up a list of experts who meet the selection criteria set out at IV.3).
Incoming applications received in response to this CEI will be evaluated by EFCA; the applicants who satisfy the exclusion criteria and the required selection criteria will be pre-selected and put on a shortlist, according to the required fields. Inclusion on the list entails no obligation on the part of EFCA concerning the conclusion of contracts.
Where a particular task relating to a field described in II.3) is to be performed by an external expert, EFCA will assign expert(s) to the task on the basis of the skills, experience and knowledge necessary and in accordance with the principles of non-discrimination, equal treatment and absence of conflict of interest.

Section IV: Procedure
IV.1)Type of procedure:
Restricted.
IV.2)Grounds for exclusion:
Applicants shall be excluded from participating in a contract if:
(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;
(c) they have been guilty of grave professional misconduct;
(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;
(e) they are guilty of serious misrepresentation in supplying the information required by the authorising department;
(f) other: before signing a contract, experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion.
IV.3)Selection criteria:
Criteria relating to technical and professional capacity:
The applicant shall have:
a) university degree of at least bachelor level or equivalent and, as of the date of application, at least 5 years of professional experience relevant to the field(s), or at least minimum 10 years of professional experience, relevant to the field(s) for which s/he is applying;
b) educational and professional qualifications relevant to the field(s) for which s/he is applying (CV shall be provided);
c) proven proficiency level (at least C1) in English as established at http://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr
The expert selected shall write his contributions and reports in English;
d) ability to use current software applications and sufficient experience in the use of personal computers to access the Internet, download documents, enter, save and submit online documentation relating to reports, project documents, etc.;
e) in addition to the above, specific field requirements as laid down in II.3.
