The Council is looking to procure a development partner which will:

(a) Deliver economic and housing growth in Gainsborough through the construction of housing;

(b) Implement the Council's Regeneration Delivery Plan for Gainsborough and develop Gainsborough town centre; and

(c) Implement appropriate aspects of the Land Property agenda in the Commercial Plan 2015-20.

The Council is looking for its partner to carry out works and development to:

(a) Create a Western Anchor in Gainsborough;

(b) Implement the Housing Zone program;

(c) Commence town centre developments utilizing the Council's existing land;

(d) Attract further regeneration funds and create commercial confidence;

(e) Create a new and differentiated housing market; and

(f) Consider the role of the Guildhall/Council accommodation requirements and 1 Public Estate agenda.

The Council's land ownership in Gainsborough and partnership with the HCA has created an excellent platform from which to promote development.

II.2.4)Description of the procurement:

The Council is looking to procure a development partner that:

(a) Is looking to invest and work in partnership with the Council over a mid-term period (currently envisaged to be an initial term of 5 years, with the option to extend for a further 5 years for a total 10 year term) to promote economic and housing growth and the creation of a self-sustainable Gainsborough; and

(b) Will allow the Council to deliver various phases of housing and town centre regeneration projects over this period following an agreement on viability, uses and market demand.

The Council may support its preferred partner by:

(a) Acquiring land (as agreed by the Council);

(b) Grant funding;

(c) Prudential borrowing;

(d) Taking a head-lease of properties;

(e) The recycling of business rates; and

(f) The delivery of its office accommodation agenda;

The Council requires a highly skilled development partner with expertise in town centre development and quality housing.
