INTERNATIONAL INVITATION FOR TENDERS
Name of Work: “Design and Construction of Underground structures (Tunnels and Stations) of length 2 755 Km (approx.) from Vellara Junction Station (including) to Shivajinagar Station (including) (Chainage 11183,135 m to 13938,328 m) including allied works and 3 Nº. of UG Metro Stations viz., Vellara Junction, MG road and Shivajinagar in Reach-6 line of Bangalore Metro Rail Project, Phase-2” (R6-CC-02)-RT02.

The Bangalore Metro Rail Corporation Ltd, (hereinafter referred to as “the Borrower”) has applied for a loans from European Investment Bank — EIB and Asian Infrastructure Investment Bank — AIIB (hereinafter referred to as “the Bank”) — towards the cost of the Reach-6 of Bangalore Metro Rail Project Phase-2. This international invitation for tenders relates to the work for “Design and Construction of Underground structures (Tunnels and Stations) of length 2 755 Km (approx.) from Vellara Junction Station (including) to Shivajinagar Station (including) (Chainage 11183,135 m to 13938,328 m) including allied works and 3 Nº of UG Metro Stations viz., Vellara Junction, MG road and Shivajinagar in Reach-6 line of Bangalore Metro Rail Project, Phase-2” (R6-CC-02)-RT02.
The tenderers are allowed to submit their bid / offer for as a sole tenderer or in joint venture. The number of members in a joint venture shall be restricted to maximum 3. However, they will not be permitted to tender as an individual firm and at the same time as part of any other group. All the members of the joint venture will be jointly and severally liable for the performance of whole contract. Tenders are open to nationals of all countries.
This contract is expected to be implemented from the date of signing of contract agreement by the contractor after award of work (approximately 1.1.2019 to 30.6.2022 + DLP of 12 months).
The criteria to be used in the tender evaluation are lowest evaluated tenderer on the basis of technical responsiveness and lowest cost:
a) the employer will, carry out technical evaluation of submitted technical proposal to determine that the tenderer has a full comprehension of the work of the contract package that he has applied for. Where a tenderer’s technical submittal is found to have any material deviation or reservation with the requirement of work, it shall be rejected;
b) the financial bids of technically eligible & responsive tenderers will be opened 07 days after the results of technical evaluation is published on BMRCL web site. The financial proposal will then be opened in the presence of the tenderers / their representatives who choose to attend the opening. The evaluation of financial proposal by the employer will take into account, in addition to the quoted tender price, the following factors for the contract package:
i) arithmetical errors corrected by the employer;
ii) pricing of unqualified withdrawal of conditions, qualification, deviation etc.;
iii) such other factors of administrative nature as the employer may consider having a potentially.
Significant impact on contract execution, price and payments, including the effect of items or unit rates that are unbalanced or unrealistically priced.
Evaluation of financial offer will be based on pricing document-summary and percentage quoted above / below / at par on estimated cost. Any alteration in pricing document will not be given any cognizance.
the employer will award the contract to the tenderer, who meet eligibility and qualification criteria in accordance with the tender documents, and who’s evaluated price is determined to be the lowest.

A complete set of bidding documents can be download against online payment of 56 000 Rs/- (Rupees Fifty six Thousand only) inclusive of GST, from BMRCL website www.bmrc.co.in from 19.6.2018 until midnight of 1.8.2018. Tenderers can also obtain login password on all working days from 11:00 to 17:00 (IST) during sale period mentioned above from the registered office of BMRCL, BMTC complex, Shanthinagar, Bangalore-560027 on submission of a requisition letter and a non-refundable fee in the form of crossed demand draft for 56 000 Rs/- (Rupees Fifty six Thousand only) issued by an Indian Scheduled Bank (excluding cooperative banks) or from a scheduled foreign bank as defined in Section 2(e) of RBI Act 1934 read with second schedule drawn in favour of “Bangalore Metro Rail Corporation Limited”, payable at Bangalore.

Procedure for tenderers for online purchase of tender documents:

iv) down load, complete tender document;
v) frequently check website and also registered mail for any Addendum / Corrigendum / Answered Pre-bid queries.
The tenderer shall furnish with his tender, a tender security in the form of a bank guarantee in favour of Bangalore Metro Rail Corporation Ltd, payable at Bangalore issued by an Indian Scheduled Bank (excluding cooperative banks) or from a Scheduled Foreign Bank as defined in Section 2(e) of RBI Act 1934 read with second schedule as per form given in Appendix-32 to form of tender. In case of joint venture, tender security can be furnished by any one of the members of the joint venture or each member of JV in proportion to their percentage of participation. The tender security shall be for the value indicated in NIT i.e. INR 11.31 Crores and remain valid for 240 days from the date of submission of tender. The bank guarantees submitted towards tender security can be in multiple BGs also. All bank guarantees should be payable in Bangalore at the designated branch. The pay orders / bankers cheque and demand drafts drawn in favour of Bangalore Metro Rail Corporation Limited, Payable at Bangalore are also acceptable.
All bids must be delivered in closed and sealed envelopes as per clause 17.0 of ITT between 11:00 and 15:00 (IST) on 1.9.2018 at the following address:
