Pre-market Engagement: Integrated Talent Solutions
Over the last year, the Integrated Talent Solutions (ITS) centre of expertise within Network Rail has undertaken a variety of lean and continuous improvement activities to better understand opportunities for improvement within the current recruitment and resourcing processes, tools, systems and capabilities. 1 of the outputs of this improvement work is the commissioning of an ITS programme to identify and implement new technology solutions to support the employee lifecycle — this pre-market engagement relates specifically to the first phase of the ITS programme which focuses on two technology areas:
1) Applicant Tracking Systems (ATS);
2) Candidate Relationship Management (CRM).
With the current capability gaps being identified, Network Rail would now like to engage with the market via a request for information (RFI) to better understand the solutions available in the supply base in relation to ATS and CRM.
The purpose of this pre-market engagement is to request information relating specifically to the following areas:
— to better understand the capabilities of the current solutions available in the market and how these solutions can affect the recruitment process experience for Network Rail colleagues — this will support Network Rail in developing requirements for any potential future tender activity,
— to identify any additional capabilities, concepts, technologies, platforms that Network Rail have not considered — this information can then be used to support Network Rail in developing requirements for any potential future tender activity,
— to ensure suppliers who are interested in any potential future tender activity relating to this requirement are aware of the procurement platform that will be used, and provide them with the steps to complete qualification to this platform (should they not have done so already),
— to further understand the current innovation within the marketplace to support Network Rail in developing requirements for any potential future tender activity.
From the responses to this RFI Network Rail are looking to understand ‘the art of the possible’ in relation to how available ATS and CRM solutions could help improve the current recruitment and resourcing capability. At this stage of our market engagement activity, we are taking a customer journey approach to understand what experience and interactions a variety of standard user personas could expect to go through as they progress through a recruitment process supported by the ATS and CRM solutions that you or your software partners provide. The purpose of this approach is to identify the potential journeys and user experiences that could be enabled and enhanced by the ATS and CRM solutions available in the marketplace and how these journeys and experiences can be enabled and enhanced.
