The framework contract will be concluded at 0 EUR. The indicative annual budget for all lots is 162 500 000 EUR and the total indicative budget for 4 years (including renewals) is 650 000 000 EUR. The maximum value of a specific contract under the framework contract is 999 999 EUR.

The contracting authority for the purposes of this tender is the European Union, represented by the European Commission on behalf of and for the account of the beneficiary third countries of EU external aid.

The framework contract tender is governed by part II, title IV, of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (Financial Regulation). A specific contract under the framework contract will use the legal basis of the EU external aid programme financing the related assignment.

The information in Section II.1.6) refers to the maximum number of tenders that may be submitted by tenderers either as individual tenderers or as leaders of a consortium. See point 3.b) of the instructions to tenderers.

The framework contract will be implemented through an electronic system which will cover management of the framework contract, as well as all stages of the re-opening of competition and management and payment of the specific contracts.

The electronic management of the framework contract through the aforementioned system may commence on the date on which implementation of the framework contract starts, or at a later date. To facilitate the use of the electronic system, minor amendments, which will affect neither the scope nor object of the contract, may be made to the contractual documents before signature of the contract, or during implementation through a formal amendment. Please see point 43.3 of Annex B — 0 of the tender dossier.
