The Ministry of Justice is seeking expressions of interest from providers for the provision of foodstuff to all public sector and in-scope private sector prisons in England and Wales. This is 1 of the Ministry of Justice's most critical services as foodstuff products are essential for the preparation of more than 94 000 000 meals for Prisoners and Prison staff each year.
Suppliers must be able to provide a wide range of foodstuff products and have the ability to deliver products on a national basis. Products must also comply with all relevant food safety legislation.
Prison kitchens are within the prison gates and therefore deliveries must be operated in line with strict security and other prison policies.

The purpose of this Prior Information Notice (PIN) is to:
(i) inform the market of a prospective contract opportunity in connection with the supply of prisoner and non-prisoner food; and
(ii) request information that may be relevant to the procurement strategy and may be adopted by the Ministry of Justice.
The next stage of the process is to seek input from potential suppliers through supplier days to be held in August 2015.

In the first instance suppliers should respond to this PIN to register their interest in attending a supplier day by sending an email to the Food Supply Commercial Team at priority_programme@justice.gsi.gov.uk

The form of response should be limited to the provision of a single point of contact (company name, contact name, job title, e-mail address and telephone number).
The Ministry of Justice will then issue an invite to all interested parties confirming the date, timings and location of the event, along with a bidder's questionnaire.

The scope and structure of this procurement will be further developed following market and stakeholder engagement and may change as a result of this ongoing activity. The Ministry of Justice will host a supplier day in August 2015. The aim of the supplier day is to encourage supplier awareness, engagement and opinion on the proposed procedure.
As set out above, this notice is intended only to inform the market of a prospective contract opportunity and to request information which may be relevant to the development of a procurement strategy/tender. Potential providers will not be prejudiced by any response to this PIN or failure to respond. All information made available to those attending the supplier days will be made available to bidders who express an interest in any resulting procurement.
This PIN does not formally signify the beginning of a procurement and does not constitute a commitment by the Ministry of Justice to undertake any procurement exercise. In the event that the Ministry of Justice decide to formally commence a procurement a separate contract notice will be issued in the OJEU. It is anticipated that a contract notice would be submitted to the OJEU in October 2015.
