1. Scope - Norfolk County Council in collaboration with NHS England is seeking a provider to deliver the following components of the Healthy Child Programme 0-19:
a. Health Visitors;
b. Family Nurse Partnership;
c. School Nurses;
d. Weight Management;
e. Service for Further Education Colleges and Sixth Forms.
The Contract will cover the geographical boundary of Norfolk and for the avoidance of doubt does not include Waveney.
2. Contract Value and length — The yearly budget for the Health Visitor and FNP service has not yet been finalised by the Department of Health. The below is therefore based on an estimate of the lowest value that the Council believes will be agreed and the maximum based on a contract length of 5 years. The 5-19 budget is approximately 4 000 000 GBP per year. Please note that the Council has not yet made a final decision on contract length.
3. The Council welcomes consortium bids and sub-contracting arrangements.

1. Timeline — The Council is aiming to award this contract on 1.4.2015 with a 6 month transition. The contract start date will therefore be the 1.10.2015. As the budget for the 0-5 service will be transferring from NHS England to the Council on 1.10.2015, the Contract will be between the Council only and the appointed provider.
2. Concept Viability Event and Draft Specification — A draft specification will be available on 20.8.2014 for comment and feedback.

Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, the Council is consulting current and potential providers of these services about options for the future delivery of the service. A concept viability event is being held to explore the Councils plans further, prior to a contract notice being issued and applications being invited. We are aiming to hold the event on 2.9.2014. It will provide an opportunity to find out more about the Councils commissioning plans for the 0-19 Healthy Child Programme Procurement and to provide feedback on these plans. The event also aims to inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss how best to integrate social, environmental and economic considerations into the procurement in line with the Public Sector (Social Value) Act 2012 and to find out what (if anything) would stop interested parties applying for this business opportunity. Places will be unlimited but if numbers become unmanageable the Council will limit to 2 people per organisation. If you are interested in this opportunity you are advised to attend the event.
