UCA 18/028 Cleaning, pest eradication and miscellaneous maintenance services in the Council of the European Union buildings in Brussels
The main objective is to ensure an optimal and professional cleaning service (including the cleaning of drapes) taking into account the occupancy of the various buildings and also the quality of the service required by the General Secretariat of the Council of the European Union (hereinafter referred to as 'the Secretariat'), as well as maintenance services and supervision of the pest control measures against animals or insects in and around the buildings and on the patios located between the various wings of the buildings.
The services provided under this invitation to tender involve three main activities:
— planning and coordinating the work,
— carrying out the work,
— supervision of the work.
The contractor will have an obligation to provide products that are as environmentally friendly as possible and to implement equipment and materials adapted to the specific needs of the secretariat.
The services include:
— cleaning, i.e. the removal of dust, dirt and stains,
— aesthetic aspect, i.e. the removal of dirt and the correction of disruptions to the appearance of the premises,
— hygiene, i.e. the removal of substances that are harmful to health,
— the supply of adequate cleaning products that best respect the environment, the use of equipment and materials adapted to specific needs,
— maintenance services and supervision of pest control measures against animals or insects,
— cleaning curtains and hangings.
Additionally, the services will cover any other need which proves necessary to guarantee a perfect state of permanent cleanliness of the said premises as well as the perfect conservation of the cleaned elements which represents an obligation of result.
The buildings concerned are Justus Lipsius, Lex and Europa which are used for offices, meetings, conferences and catering services, and the Crèche building which is used for childcare and is cleaned on request which is not included in the regular cleaning.
The contract will be tacitly renewed twice for a respective period of 12 months, unless one of the parties receives a formal notification to the contrary at least 9 months before the end of the current contract period. The extension will not modify or postpone existing obligations.
